Technology Regulatory & Special Activities Lead

Theo quy định pháp luật hiện hành về bảo vệ dữ liệu cá nhân, bao gồm Luật Bảo vệ dữ liệu cá nhân và các văn bản hướng dẫn thi hành, Công ty Tài chính TNHH MTV Home Credit Việt Nam (“Home Credit”) thực hiện việc thu thập và xử lý dữ liệu cá nhân của ứng viên nhằm phục vụ hoạt động tuyển dụng và các mục đích liên quan theo Thỏa thuận, Thông báo và Chấp thuận xử lý dữ liệu cá nhân.

Bằng việc nộp hồ sơ ứng tuyển cho Home Credit thông qua Vietnamworks/ Linkedin/ITviec, Anh/Chị xác nhận đã đọc, hiểu và đồng ý với nội dung của Thỏa thuận, Thông báo và Chấp thuận xử lý dữ liệu cá nhân tại đường dẫn sau: AGREEMENT, NOTICE, ACCEPTANCE FOR PERSONAL DATA PROCESSING, đồng thời đồng ý để Home Credit thu thập và xử lý dữ liệu cá nhân của Anh/Chị theo quy định pháp luật hiện hành

OBJECTIVE

• Own the end-to-end technology part of regulatory compliance in the company.

• Act as a senior cross-functional leader for complex initiatives impacting IT, DATA, and business processes.

• Translate laws, decrees, and regulatory requirements (e.g., SBV, data/AI regulations) into clear technology requirements for IT and business.

• Lead non-standard, cross-cutting initiatives that do not naturally fit into standard agile/team delivery models.

• Ensure all stakeholders are up to date and the company understands its exposure towards applicable laws and decrees.

• Special Initiatives are initiatives without clear ownership or not suitable for standard delivery structures, explicitly assigned to this role.

RESPONSIBILITIES

• Analyze new laws, decrees, and regulatory requirements impacting IT and technology.

• Translate regulatory text into implications for:

+ Systems, processes, and vendors/partners.

+ User flows.

+ Business processes.

+ Third-party services.

• Define requirements to understand the scope of change.

• Identify impacted:

+ Systems (Homer Select, local customer-facing apps, data platforms, etc.).

+ User flows.

+ Business processes.

+ Third-party services.

• Perform impact analysis covering IT and other impacted departments/areas.

• Break down requirements into:

+ Tasks that are expected to be executed by different units/teams.

+ Activities to manage expectations of involved stakeholders.

• Assign ownership and accountability:

+ IT → Implementation.

+ Business → Compliance ownership.

• Initiate delivery activities across IT and business.

• Challenge scope, solutions, and trade-offs from a regulatory and governance perspective.

• Track company-level compliance.

• Maintain a single source of truth for:

+ Regulatory obligations.

+ Implementation status.

• Provide clear reporting to leadership.

• Act as a bridge between:

+ Legal / Regulatory.

+ Risk / Compliance.

+ IT / Data / Engineering.

+ Business units.

• Lead cross-functional and non-standard initiatives, including:

+ One-off initiatives.

+ Activities spanning IT, Data, and Business without a clear owner.

+ Introduction of governance models, practices, or operating frameworks to be handed over to teams in later stages.

REQUIREMENTS

• 7 - 15 years of experience in IT Delivery / Digital Transformation / PMO / Program Management/ IT Regulatory Compliance

• Ability to challenge superficial compliance approaches and focus on fulfilling the intent

• Strong systems and data thinking, with deep knowledge of system landscapes, data & user flows, and complex integrations

• Capable of assessing architectural impact

• Proven experience acting as a strategic bridge between Business and IT

• Strong delivery mindset with ability to execute large-scale IT or digital transformation programs/projects

• Fluent English skills.
