HSE Supervisor (Health, Safety & Environment) - Manufacturing (Becamex Binh Phuoc)

The HSE Supervisor is responsible for ensuring compliance with Health, Safety, Environment (HSE), and Fire Prevention & Fighting (PCCC) regulations across all factory operations. This role plays a key part in developing a safe working environment, minimizing operational risks, ensuring regulatory compliance, and promoting a strong safety culture throughout the organization.

Key Responsibilities:

1. HSE Management & Compliance

• Develop, implement, and monitor HSE policies, procedures, and programs in compliance with local regulations and company standards.

• Ensure compliance with environmental, occupational health, safety, and fire protection regulations.

• Conduct regular workplace inspections, safety audits, and compliance assessments.

• Maintain all HSE-related documentation, permits, licenses, and regulatory reports.

2. Risk Assessment & Incident Management

• Conduct risk assessments to identify workplace hazards and recommend preventive measures.

• Investigate incidents, accidents, near misses, and environmental issues to determine root causes and corrective actions.

• Monitor and analyze HSE performance indicators and drive continuous improvement initiatives.

• Ensure effective implementation of corrective and preventive actions.

3. Fire Safety & Emergency Response (PCCC)

• Manage fire prevention programs and ensure compliance with applicable fire safety regulations.

• Organize fire drills, emergency response exercises, and evacuation training.

• Oversee inspection, maintenance, and readiness of firefighting equipment and emergency systems.

• Coordinate with local authorities and relevant agencies regarding fire safety requirements and inspections.

4. Training & Safety Culture Development

• Deliver HSE orientation and training programs for employees, contractors, and visitors.

• Promote safety awareness and foster a proactive safety culture across the factory.

• Work closely with HR and department managers to integrate HSE requirements into employee onboarding and operational activities.

5. Reporting & Continuous Improvement

• Prepare monthly, quarterly, and annual HSE reports for management.

• Monitor HSE KPIs and identify opportunities for process improvements.

• Stay updated on changes in legislation, industry standards, and best practices related to HSE.

• Support internal and external audits related to health, safety, environment, and compliance.

6. Other Duties

• Perform other assignments as directed by the Factory Manager

Qualifications

Qualifications

• Bachelor's degree in Occupational Health & Safety, Environmental Engineering, Industrial Engineering, Chemical Engineering, or related fields.

Experience

• Minimum 3-5 years of experience in HSE, EHS, or Safety Management within manufacturing environments.

• Experience in FMCG, chemical, consumer goods, or industrial manufacturing is preferred.

• Strong understanding of Vietnamese HSE regulations, environmental compliance, and fire safety requirements.

Certifications

Preferred certifications include:

• NEBOSH

• IOSH

• CSP

• Fire Prevention & Fighting Certification

• Other relevant HSE certifications
