1. Job Purpose

The HSE Supervisor is responsible for ensuring full compliance with Health, Safety, and Environmental (HSE) regulations across all site operations. The role ensures effective implementation of HSE policies, procedures, and legal requirements, while fostering a strong safety culture within the organization.

The position includes conducting risk assessments, safety audits, incident investigations, fire safety management, and ensuring compliance with both local and international regulations. The HSE Supervisor works closely with all departments and management to continuously improve workplace safety and environmental performance.

2. Key Responsibilities

2.1 Leadership & Team Collaboration (30%)

• Collaborate with HR, Production, and Maintenance teams to ensure HSE standards are consistently implemented across all operations.

• Design, deliver, and maintain EHS training programs, including fire safety, environmental awareness, and legal compliance training.

• Ensure employees are updated on new safety practices, procedures, and regulatory requirements.

• Work with HR to integrate HSE requirements into recruitment, onboarding, and employee welfare policies.

2.2 HSE Compliance & Risk Management (20%)

• Develop, implement, and enforce HSE procedures covering machinery safety, chemical handling, waste management, and emergency response.

• Ensure all operations comply with applicable local regulations (e.g., TCVN) and international standards.

• Conduct regular risk assessments to identify workplace hazards and implement corrective and preventive actions.

• Monitor, report, and reduce workplace incidents and environmental risks.

• Work with management to maintain a safe and compliant working environment.

2.3 Fire Safety & Emergency Response (PCCC) (20%)

• Implement fire prevention systems including evacuation routes, fire alarms, and fire extinguisher placement.

• Conduct regular fire risk assessments across the facility.

• Organize and lead fire drills and emergency response training for employees.

• Ensure proper maintenance and inspection of fire safety equipment (extinguishers, alarms, sprinklers, hydrants).

• Ensure full compliance with fire safety regulations (TCVN, NFPA) and readiness for inspections.

2.4 Performance Monitoring & Reporting (20%)

• Track and analyze HSE performance data, including incident rates, audit findings, and environmental metrics.

• Prepare monthly, quarterly, and annual HSE reports for HR and senior management.

• Conduct internal audits and ensure corrective actions are implemented effectively.

• Monitor compliance with company standards and regulatory requirements.

2.5 Continuous Improvement (10%)

• Identify and recommend improvements to safety systems and operational processes based on audit findings and incidents.

• Stay updated on changes in HSE laws, regulations, and industry best practices.

• Support continuous improvement initiatives to enhance workplace safety culture.

2.6 Other Duties

• Perform other tasks assigned by the supervisor or management.

• Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related fields (preferred).

• Professional certifications such as NEBOSH, IOSH, or equivalent are highly desirable.

• Strong knowledge of HSE regulations and standards (TCVN, NFPA, etc.).

• Experience in risk assessment, incident investigation, and safety audits.

• Strong communication, training, and leadership skills.

• Relevant experience in manufacturing or industrial environments is a plus.
