The Senior Compliance Manager / Compliance Manager is a frontline compliance execution role responsible for ensuring:

Daily operational compliance with Vietnam gaming regulations

Effective AML/CFT monitoring and reporting

Implementation and enforcement of Social Responsible Gaming (SRG) measures

Proper execution of Internal Control Regulations, Internal Control Systems, SOPs, and regulatory requirements

This role plays a critical part in early risk detection, regulatory compliance, and maintaining a safe and responsible gaming environment across casino operations.

Key Responsibilities

A. AML / CFT Execution

Perform and ensure compliance with AML/CFT requirements:

Customer Due Diligence (CDD) and Enhanced Due Diligence (EDD)

Identification of high-risk, VIP, and PEP customers

Conduct transaction monitoring for: Cash transactions, Chip purchases/redemptions, Transfers and unusual patterns

Detect and escalate: Structuring / smurfing, Chip walking, Suspicious source of funds

Support preparation and submission of: STR (Suspicious Transaction Reports), CTR/HVTR (High Value Transaction Reports)

Ensure compliance with: Vietnam AML Law, Internal AML policies and procedures

B. Social Responsible Gaming (SRG) Monitoring & Enforcement

Monitor player behavior to identify: Problem gambling indicators (e.g. excessive play, distress, chasing losses)

Flag high-risk players and escalate cases to management

Support implementation of: Self-exclusion and third-party exclusion programs

Ensure: Excluded players are effectively blocked from gaming, No breach of exclusion controls

Assist in frontline intervention procedures where required

Promote responsible gaming awareness among operations staff

C. Compliance Monitoring & Control Testing

Conduct daily and periodic compliance checks on: Gaming floor operations (tables, slots), Cage and cash handling processes, VIP / junket activities

Validate adherence to: Internal Control Regulations (ICR), Internal Control Systems (ICS), Standard Operating Procedures (SOPs)

Identify control weaknesses and report findings

D. Reporting & Documentation

Prepare and maintain: STR / CTR / HVTR reports, Regulatory and statutory reports (monthly, quarterly, annual), Compliance monitoring logs

Ensure: Accuracy and completeness of reports, Proper documentation and audit trail

Maintain records in compliance with regulatory retention requirements

E. Incident Investigation & Escalation

Review and investigate: AML alerts, PEP and sanctions alerts, SRG incidents, Operational compliance breaches

Ensure: Timely escalation to Director of Compliance, Proper documentation and case handling

Support internal and regulatory investigations as required

F. Self-Exclusion & Player Control Management

Process: Player self-exclusion registrations, Verification and validation procedures

Ensure system updates: Immediate and accurate

Conduct checks to confirm: No excluded player gains access to gaming services

G. Training, Awareness & Staff Guidance

Support implementation of training programs on: AML / financial crime, Responsible Gaming (Safer Gambling)

Provide guidance to: Dealers, Hosts / VIP teams, Cage staff

Ensure staff understand: Compliance obligations, Escalation procedures

H. Operational Support & Stakeholder Coordination

Work closely with operational teams to: Ensure compliance is embedded into daily processes

Provide real-time compliance advice during: Gaming activities, VIP player handling, Support regulatory inspections and audits

Education

Bachelor’s Degree in: Finance, Law, Business Administration, or related field

Experience

Senior Compliance Manager: 5–8 years, Minimum 3+ years at management level

Compliance Manager: 3–5 years

Experience in: Casino operations, AML, and/or financial services compliance, Internal Control assurance, Training

Domain Knowledge

Understanding of: Vietnam gaming regulations (Decree 03/2017), AML/CFT requirements (SBV, FATF), Casino operational risks (gaming, cage, VIP)

Knowledge of:

Responsible Gaming practices

Transaction monitoring systems
