Capital Program Manager

RESPONSIBILITIES

1. Portfolio Ownership & Governance

• Act as the named Project Owner for every NSO and renovation project across the portfolio, ensuring each has a clear task owner, timeline, and status at all times.

• Maintain a master tracker of all active projects — stage, milestone, timeline, and health — accessible to leadership and cross-functional stakeholders.

• Ensure the defined project process (gates, approvals, sign-offs) is followed consistently across every project, regardless of size or location.

• Confirm each project has a documented plan and cross-functional stakeholder map before it progresses to the next stage.

• Support process improvement of the NSO/renovation methodology itself if required.

Cross-Functional Alignment

• Coordinate and align cross-functional at each stage of the project lifecycle.

• Run a recurring project review cadence (e.g. gate checkpoints, status meetings) to keep every function's deliverables visible and on schedule.

• Negotiate sequencing and priority when projects compete for shared resources (e.g. Finance sign-off, Supply Chain capacity, contractor or vendor availability).

• Ensure handoffs between functions are clean and clearly owned, with no project stalling due to unclear next-step ownership.

• Represent the full cross-functional status of the portfolio to leadership, translating individual function updates into one integrated view.

Escalation, Risk & Enablement

• Maintain a RAID-style log (risks, assumptions, issues, dependencies) across the active project portfolio.

• Proactively identify blockers and risks before they threaten a project's timeline or budget, and escalate to the right owner rather than resolving them personally.

• Enable each function to deliver its part by removing friction, clarifying ownership, and keeping decisions moving — without taking over any function's task.

• Flag recurring or systemic risks (e.g. a consistently late permit process, a recurring vendor bottleneck) for structural resolution rather than repeated one-off firefighting.

• Ensure escalations reach the appropriate decision-maker with enough lead time to act, not after the impact has already occurred.

Education & Qualifications

• Bachelor's degree in Project Management, Business Administration or a related field.

• PMP, PRINCE2, or equivalent project/program management certification is an advantage.

• Lean Six Sigma or continuous improvement certification is a plus.

Experience

• Minimum 7 years of relevant experience in project or program management, ideally including multi-site retail, F&B, construction, real estate, or capital projects.

• At least 2 years managing a portfolio of concurrent projects (not single, sequential projects) in a cross-functional, matrixed environment.

• Demonstrated experience coordinating store openings, renovations, fit-outs, or comparable physical/site-based projects is preferred, not required.

• Experience managing project governance, gate processes, or stage-gate methodologies at portfolio scale.

• Experience working with multi departmental stakeholders on capital or construction-related projects is a plus.

Skills

• Strong project governance and portfolio management skills; comfortable tracking dozens of concurrent projects at varying stages.

• Strong stakeholder management, negotiation, and influencing skills across functions with competing priorities.

• Strong risk identification and escalation judgment — knows when to flag versus when to let a function resolve independently.

• Strong organizational and documentation skills to keep a large, fast-scaling portfolio auditable and consistent.

• Comfortable operating in a fast-paced, low-process-maturity environment that is actively scaling.

• Strong English communication skills; confident presenting integrated portfolio status to senior leadership.

Other Requirements

• Maintains neutrality and credibility across all functions — coordinates, tracks, and escalates, but does not execute design, construction, permitting, or fit-out tasks, and does not own any function's deliverable.

• Comfortable operating without direct authority over the functions being coordinated, relying on process, data, and relationship credibility instead.

• Reinforces the defined project governance process and gate discipline consistently across the portfolio, resisting ad hoc exceptions.
