Job Description

The Technical Facilities Manager is accountable for the overall technical governance and performance of all building infrastructure and systems, ensuring reliability, efficiency, safety, and sustainability. The role directly leads and oversees the maintenance team, security guard and contractor team, ensuring effective execution of operations in alignment with technical standards, performance objectives, and reliability targets.

This role also acts as the technical authority across operations, renovation, construction, providing governance, setting standards, and leading technical decision-making to ensure infrastructure solutions are robust, scalable, and aligned with both operational and long-term business needs.

1. Building Infrastructure Performance Ownership

• Oversee the overall performance, reliability, and lifecycle of building infrastructure across all sites,

covering HVAC, MEP systems, electrical distribution, fire protection, elevator systems, and utilities.

• Lead and oversee the resolution of complex technical issues and system failures, ensuring timely

response, minimal operational disruption, and effective root cause analysis with preventive actions.

• Accountable for defining and monitoring key performance indicators, including system uptime, reliability,

infrastructure efficiency, and security standards.

• Establish and drive infrastructure performance governance frameworks, including performance

benchmarking (compare performance across internal building and external best practice), performance

tracking, and continuous optimization initiatives.

• Develop and implement asset lifecycle plans and infrastructure improvement roadmaps aligned with

business growth and sustainability objectives.

• Manage infrastructure-related budgets, ensuring effective cost control, alignment with operational

priorities.

• Lead the design and implementation of preventive and predictive maintenance plan, ensuring

effectiveness through performance tracking and continuous improvement.

2. Technical Leadership in Projects, Renovation & Construction

• Provide technical leadership for the renovation, construction, expansion, and infrastructure improvement

projects.

• Review and approve design drawings, technical specifications, materials, and equipment, ensuring

alignment with technical standards, long-term performance, and scalability.

• Ensure all technical solutions are robust, sustainable, and effectively integrated with existing

infrastructure.

• Lead commissioning, handover, and defect resolution processes, including directing root cause analysis

and driving corrective actions.

3. Vendor Technical Management

• Lead technical evaluation of vendors and contractor proposals, and negotiation processes to ensure

alignment with technical requirements and cost-effectiveness.

• Establish and manage vendor performance frameworks, ensuring service delivery meets contractual,

quality, safety, and compliance standards.

• Challenge and validate vendor proposals, including design approaches, system solutions, and cost vs.

long-term value considerations.

4. Smart Building & System Integration

• Lead and drive the integration of building systems with the PRISM Smart Workplace platform and/or

equivalent platform to enable a connected, data-driven facility ecosystem.

• Collaborate with IT and external partners to establish system connectivity, data visibility, and scalable

smart building capabilities.

• Define and drive smart building plan to enhance operational efficiency, user experience, and

infrastructure performance.

5. Team Management & Development

• Oversee the performance and service delivery of the security guard and contractor, ensuring compliance

with safety, security, and operational standards, and alignment with facility requirements.

• Provide mentoring, coaching and technical guidance to enhance team capabilities.

• Guide and develop the team by setting clear, measurable goals and leading the team to achieve those

goals that support the company's overall strategy.

• Foster a collaborative and efficient work environment with the aim to strengthen performance driven

mindset.

• Drive reduction of long-term vendor dependency by building internal technical capability and knowledge retention.

Job requirement

• Bachelor’s degree in Engineering, Facilities Management, or a related technical field.

• Experience 6+ years in Facilities engineering, Building infrastructure / MEP/ Construction / renovation.

• Strong knowledge of: HVAC / electrical / fire protection systems/ construction

• Experience with infrastructure performance management, design review and commissioning, defect rectification

• Strong English communication for vendor discussions, expat stakeholder alignment
