Project Leader/ PMO (Japanese N2+)

Overview:
Our client is seeking a Japanese-speaking PMO to oversee project governance, delivery performance, and quality assurance for software development programs serving Japanese clients.
This role focuses on providing an independent assessment of project execution by evaluating delivery progress, quality indicators, operational risks, and development processes. The successful candidate will work closely with project teams and customer stakeholders to improve delivery transparency, strengthen governance practices, and support continuous process improvement.
Key Responsibilities:
- Project Governance & Delivery Oversight:
+ Monitor software development projects to assess delivery progress, milestone achievement, and overall project health.
+ Review project artifacts including schedules, status reports, quality metrics, issue logs, and risk registers.
+ Analyze project performance using quantitative and qualitative data to identify delivery bottlenecks and potential risks.
+ Ensure projects follow agreed governance frameworks, development processes, and quality standards.
- Quality Management & Continuous Improvement:
+ Conduct independent assessments of project execution and identify opportunities to improve quality and delivery effectiveness.
+ Highlight project risks, recurring issues, process inefficiencies, and compliance gaps.
+ Recommend practical improvements to project management, software quality, communication, and operational processes.
+ Capture lessons learned and contribute to organizational best practices across multiple projects.
- Reporting & Stakeholder Coordination:
+ Prepare governance reports summarizing project status, quality trends, delivery risks, and improvement recommendations.
+ Present objective findings and insights to both internal management and customer representatives.
+ Maintain governance documentation, assessment records, and project review materials.
+ Facilitate communication between offshore development teams and Japanese stakeholders when necessary.
- Additional Duties:
+ Assist senior management in governance, quality assurance, and project oversight initiatives.
+ Support additional assignments related to project management and operational excellence.

- Bachelor's degree in Computer Science, Information Technology, Engineering, or a related discipline.
- At least 3 years of experience in software development projects, with previous responsibilities as PMO, Project Leader, Project Manager, QA/QC Lead, or Team Leader.
- Solid understanding of software development lifecycle (SDLC), project governance, quality assurance, and software delivery management.
- Experience reviewing project performance, delivery metrics, software quality, and project risks.
- Practical knowledge of both Agile and traditional software development methodologies.
- Experience working with Japanese customers in offshore software development projects.
- Japanese language proficiency at JLPT N2 level or above.
- Hands-on exposure to enterprise web application development using technologies such as Java (Spring Framework) and Angular is preferred.
- Experience within financial services or banking projects is advantageous.
- Professional certifications such as PMP, PMI-ACP, ISTQB, or equivalent are considered an advantage.
- Strong communication, stakeholder management, presentation, and leadership skills.
- Willingness to travel internationally when required.
