Health And Safety Officer

The duties and responsibilities of the Health and Safety Officer are included but not limited to:

• Develop, review, update and implement occupational health and safety policies, procedures, and guidelines in compliance with applicable laws and regulations.

• Conduct risk assessments for work areas, laboratories, buildings, and activities within the school. Monitor and supervise safety in laboratories, workshops, and areas containing hazardous chemicals or equipment.

• Conduct regular and unscheduled inspections to detect, monitor, and address safety hazards. Investigate workplace accidents, incidents, and near misses; identify causes and propose corrective and preventive measures.

• Monitor compliance with regulations on occupational safety and hygiene and the use of personal protective equipment.

• Manage the contractor's safety; review documentation, supervise construction, and issue work permits for high-risk tasks.

• Coordinate fire prevention and fighting management; inspect fire prevention and fighting systems and equipment, and organize regular drills.

• Develop and implement emergency response plans; participate in handling emergency situations when assigned.

• Organize training, guidance, and awareness campaigns on occupational safety and health, first aid, and fire prevention and control.

• Manage and store records and documents related to HSE work according to regulations.

• Conduct statistical analysis and prepare periodic reports on occupational safety and health and HSE indicators.

• Collaborate with wastewater and environmental staff to ensure environmental standards at VGU and compliance with regulations of the Ministry of Agriculture and Environment.

• Asset management.

• Perform other work related duties as assigned.

1. Qualification

• Technical engineer (Industrial electricity, Mechanical, Automatic electricity, electronics ...) or related

• Certificate of professional training in fire prevention and fighting.

2. Knowledge

• Understanding current legal regulations regarding safety and the environment.

• Have in-depth knowledge and skills in safety, environment and fire prevention and fighting, workplace safety.

• Adequate knowledge of Fire prevention and fighting equipment, Electrical, Water supply and drainage system utilization, optimization, maintenance and resource management.

• Understanding of workings of technical standards.

• Adequate theoretical and practical knowledge of all related construction activities, like air condition, water system, hygiene, fire safety and structural requirements.

• Knowledge of technology, Fire prevention and fighting equipment, electrical and water system equipment selection standards.

• Knowledge of installing Fire prevention and fighting equipment, electrical cabinets, reading electrical and water drawings, wiring, and installing other electrical and water equipment.

3. Skills

• Competent in the use of CAD software

• Excellent in office software (Word, Excel, PPT, AutoCAD, …)

• Excellent communication skills.

• Excellent written and presentation skills

• Excellent listening skills

• Excellent interpersonal and communication skills and ability to work collaboratively

• Ability to understand and analyse data and produce coherent reports to present to senior management

• Ability to work on own initiative and to deadlines

• Ability to work as part of a team

• Strong problem resolution skill

• Good communication skills

4. Experience

• Minimum 5 years in office building maintenance or at least 5 years of experience in construction/Maintenance of fire prevention and fighting systems.

• Experienced in working on large projects with fire prevention and fighting systems of many different buildings.
