Job Overview


Job Title: Regulatory Affairs Manager – Infant Formula (Vietnam)

Reports To: Vietnam Country Manager (Solid Line) / (Dotted Line)

Direct Reports: None currently (to build a compliance team as business scales)

Location: Hanoi, Vietnam

Target Start Date: ASAP


Role Mission

As the "Market Compliance Gatekeeper" for Bellamy's Organic Vietnam, this position will report directly to the Vietnam Country Manager and independently own end-to-end market compliance control for Bellamy's Organic infant formula products post-launch. Your core mission: ensure all advertising, promotions, in-store displays, distributor conduct, and sales team operations in the Vietnamese market are fully compliant with Vietnam's evolving regulatory landscape, safeguarding zero penalty, zero delisting, and zero reputational risk, while supporting the high-speed yet steady market expansion of the Bellamy's Organic brand in Vietnam.


Key Responsibilities


1. Advertising & Marketing Content Compliance Review

- Serve as the "sole compliance gate" for all Bellamy's infant formula marketing materials, reviewing and approving all advertising, promotional materials, social media content, KOL collaboration scripts, live-streaming scripts, official website and e-commerce detail pages targeting the Vietnamese market.

- Ensure all product claims, labels, and marketing messages are truthful, non-misleading, properly substantiated, and compliant with current regulatory requirements.

- Monitor and enforce compliance with Decree No. 342/2025/ND-CP (effective February 15, 2026),and stay abreast of restrictions on advertising breast milk substitutes under Decree 90/2026/ND-CP.

- Maintain an advertising approval registry, ensuring every external material is "approved first, published second."


2. Regulatory Monitoring & Intelligence

- Monitor, analyze, and interpret new legal regulations that impact the company's business activities, particularly those related to food safety, advertising, and product labeling.

- Conduct regular risk and business impact assessments on regulatory changes and communicate implications to internal stakeholders.


3. Sales Team & Distributor Compliance Enablement

- Deliver compliance training to Bellamy's Vietnam sales teams, marketing teams, distributors, and third-party promoters, establishing a "training-assessment-authorization" closed loop.

- Develop and distribute the "Bellamy's Vietnam Infant Formula Market Compliance Operations Manual" (including speech no-fly zones, material templates, promotion red lines, and emergency handling procedures), ensuring frontline personnel "have a copy at hand, accessible anytime."

- Maintain distributor compliance files, recording each audit result, training attendance, and violation history, serving as core evidence for annual distributor rating and contract renewal.


4. Registration Certificate Maintenance & Label Management

- Manage existing Bellamy's infant formula product registration certificate validity, initiate renewal process 6 months in advance; monitor formula, packaging, manufacturer changes, and promptly declare changes to VFA to ensure continuous certificate validity.

- Review all product label changes (including e-commerce page updates), ensuring Vietnamese labels comply with Decree 43/2017/ND-CP and MOH technical regulations.


5. Import Customs Clearance & Coordination

- Register food safety inspection dossiers with VFA before Bellamy's goods arrive at port and notify authorities of product storage locations; coordinate customs inspections, leveraging registration certificates to seek exemption from routine import inspections.


6. Regulatory Intelligence & Policy Early Warning

- Continuously track Vietnam food safety and advertising regulatory developments (Decree 46/2026/ND-CP, Resolution 66.13/2026/NQ-CP, QCVN 11-3 updates, etc.), submitting quarterly "Vietnam Infant Formula Market Compliance Intelligence Brief" to the Country Manager and Global Compliance.


7. Cross-functional Collaboration & HQ Interface

- Maintain close communication with Bellamy's Organic Australia HQ and Group Product, Legal, and Marketing teams, providing Vietnam regulatory input, participating in new product launch feasibility assessments and market activity plan pre-reviews.

- Interface with the Health Inspectorate and VFA Market Surveillance Division, cooperate with routine and unannounced inspections, ensuring zero major non-compliance.


Compensation & Benefits


Base Salary: VND 48mil (subject to experience and language skills)

Linked to compliance KPIs (zero regulatory penalties, on-time registration completion rate, audit closure rate)


Statutory Benefits: BHXH (pension), BHYT (health insurance), BHTN (unemployment) per Vietnam Labor Law; minimum 12 days annual leave

Must-have Qualifications

- Nationality/Status: Vietnamese citizen with valid ID; or permanent resident in Vietnam with deep familiarity with local regulatory environment.

- Education: Bachelor's degree or above in Food Science, Nutrition, Pharmacy, Law, or related fields.

- Language: Native Vietnamese; fluent English (able to independently write English reports and conduct video conferences with HQ); Chinese language skills preferred.

- Industry Experience: 3+ years in regulatory affairs, product registration, or quality management in infant formula, dairy, or special dietary food industries.

- Registration Practice: Proven track record of independently submitting infant formula/dairy/health supplement registration dossiers to VFA and obtaining approval (≥2 products).

- Regulatory Knowledge: Mastery of Decree 100/2014/ND-CP, Decree 15/2018/ND-CP, Decree 43/2017/ND-CP, QCVN 11-3:2012/BYT; familiarity with Decree 46/2026/ND-CP and Resolution 66.13/2026/NQ-CP frameworks.

- Audit Experience: Experience participating in MOH/VFA inspections or third-party GMP/food safety audits, with inspection hosting and corrective action closure experience.


Nice-to-have Qualifications

- China-affiliated enterprise background: Compliance experience at China-affiliated enterprises operating in Vietnam (dairy, FMCG, pharma), understanding Sino-Vietnamese corporate cultural differences.

- BMS Code specialization: WHO/UNICEF BMS Code training or certification, with BMS internal audit experience.

- Plant quality background: QA/QC or production management experience in dairy plants, familiar with HACCP, FSSC 22000, ISO 17025 systems.

Government relations: Established working relationships with MOH, VFA, and provincial health departments, able to independently coordinate regulatory affairs.

- E-commerce: Familiar with infant formula sales compliance requirements on Shopee, Lazada, and TikTok Shop platforms.
