Job Purpose Summary:

Supporting the development of new On-site and Pipeline Bulk projects across Southeast Asia by providing technical and engineering expertise throughout the project development cycle

Accountabilities and Responsibilities:

1. Project Development & Technical Solution

- Support the development of On-site and Pipeline Bulk projects across Southeast Asia from opportunity identification through project approval.

- Conduct site surveys and propose appropriate technical solutions.

- Evaluate technical feasibility, utility requirements, equipment sizing, project constraints and key engineering interfaces.

- Develop preliminary engineering concepts and technical proposals in line with Messer standards.

2. Engineering Design & Project Estimation

- Prepare preliminary engineering designs, technical specifications, and project scope for new OSP projects.

- Develop preliminary CAPEX and OPEX estimates, equipment requirements.

- Define project scope, battery limits and technical interfaces between Messer, suppliers, and contractors.

- Identify technical risks and opportunities for cost optimization during the project development stage.

3. Supplier & Contractor Management

- Coordinate with project teams, suppliers, and contractors to clarify technical specifications, scope of supply, and project requirements.

- Lead or support the bidding process to identify and select qualified suppliers and contractors for regional projects.

- Conduct technical and commercial evaluations, supplier comparisons, and cost optimization assessments.

- Provide technical recommendations to support supplier and contractor selection and project approval decisions.

4. Project Implementation & Regional Support

- Provide technical support to project teams during project execution, installation, commissioning, and implementation as required.

- Coordinate with Country teams and relevant stakeholders to resolve technical issues and ensure alignment with approved project specifications.

- Share engineering knowledge, technical standards, and best practices across SEA projects.

- Support other regional OSP development initiatives and projects as assigned.

Yêu cầu công việc

- Bachelor's degree in Mechanical Engineering or a related engineering discipline.

- Minimum 3 years of relevant experience in engineering, project development, project engineering, or technical project management.

- Experience in industrial gases, process industries, manufacturing, energy, chemicals, or other industrial engineering environments is preferred.

- Solid understanding of mechanical systems, equipment sizing, utilities, engineering design, and industrial project requirements.

- Experience in preparing technical proposals, preliminary engineering designs, CAPEX/OPEX estimates, and technical specifications.

- Experience in supplier/contractor evaluation, bidding, and technical-commercial assessment is an advantage.

- Proficiency in English

Other requirements

- Willingness to travel across Southeast Asia for site surveys and project-related activities.
