Reports to: Chairman/Chief Executive Officer

Scope of Responsibility: Monitoring, controlling project information, and providing advisory support for the Group-level project portfolio


1. Position Objective

The Project Controls & Advisory Manager is a Group-level position responsible for supporting the Chairman/Chief Executive Officer in establishing a project monitoring system, controlling project information, analyzing risks, and providing advisory support for the portfolio of projects implemented by the Project Management Board/project companies.

This position focuses on standardizing project reporting, monitoring overall progress, classifying risk levels, reviewing key issues/proposals, and providing independent recommendations to the leadership team. This position does not directly replace the project execution role of the Project Management Board/project companies.


2. Key Responsibilities

2.1. Establish a Project Portfolio Monitoring System

• Develop and standardize reporting templates for project progress, cost, risks, issues, and matters requiring leadership attention.

• Establish a dashboard to summarize the status of Group-level projects.

• Classify project status by level: on track/stable, at risk and requiring monitoring, delayed, or involving critical issues requiring leadership intervention.

• Propose a regular information update mechanism between the Group and the Project Management Board/project companies.

2.2. Monitor Progress and Provide Risk Alerts

• Receive periodic reports from the official focal point of each project.

• Monitor key project milestones against the approved project plan.

• Compare actual progress against the approved schedule; identify delays, causes of delays, and their level of impact.

• Provide early warnings on key risks related to schedule, cost, legal matters, contracts, technical issues, equipment, contractors, and other matters that may affect investment objectives.

• Prioritize in-depth analysis for projects/issues with high-risk status or those requiring leadership decisions.

2.3. Review Reports and Proposals from the Project Management Board/Project Companies

• Review the completeness, logic, and consistency of project reports before consolidating and submitting them to the leadership team.

• Review key proposals related to schedule adjustments, cost changes, contracts, contractors, design changes, technology, equipment, or other important matters.

• Request the Project Management Board/project companies to clarify or provide additional information for matters that lack sufficient basis.

• Provide independent assessments of risks, impacts, and the reasonableness of proposals before submission to the Chairman/Chief Executive Officer for consideration.

2.4. Provide Advisory Support to the Chairman/Chief Executive Officer

• Prepare periodic consolidated reports on the status of the project portfolio.

• Summarize key issues, matters requiring leadership direction, and decisions requiring approval.

• Propose possible solutions or key questions that need to be clarified before leadership makes decisions.

• Monitor the implementation of instructions issued by the Chairman/Chief Executive Officer in relation to the projects.

2.5. Coordinate with Relevant Stakeholders

• Work with the official focal point of each project to receive, review, and update project information.

• Coordinate with Legal, Technical, Finance, Accounting, Procurement, Construction, and other relevant departments to clarify project issues when necessary.

• Participate in project meetings as assigned by the Chairman/Chief Executive Officer.

• Summarize meeting conclusions, track action commitments, and report on implementation status.

Candidate Requirements

1. Education

• Bachelor’s degree or higher in Project Management, Construction, Engineering, Construction Economics, Business Administration, or other related fields.

• Candidates with formal training or certifications in project management or project controls are preferred, such as PMP, PMI-SP, PMI-RMP, APM, AACE PSP/CCP/EVP, Project Planning and Control, or equivalent certifications.

2. Experience

• Minimum [05–08] years of experience in project management, project controls, PMO, planning, scheduling, or project portfolio management.

• Experience in participating in or controlling multiple concurrent projects in construction, EPC, industrial, energy, infrastructure, manufacturing plants, or other technical projects of similar scale/complexity is preferred.

• Experience working with project owners, EPC contractors, project management consultants, EPC companies, or companies managing multiple investment projects.

• Waste-to-energy experience is not mandatory; however, the candidate must be able to quickly understand complex technical/industrial projects.

3. Professional Knowledge

• Understanding of the implementation process of investment/construction/industrial projects, including legal procedures, design, tendering, contracts, construction, installation, commissioning, acceptance, and handover.

• Knowledge of schedule management, cost management, risk management, change management, and project reporting.

• Ability to read, analyze, and evaluate progress reports, implementation plans, budgets, contracts, and project adjustment proposals.

• Ability to develop reporting systems, dashboards, risk alert mechanisms, and tools for monitoring the project portfolio.

4. Skills

• Strong synthesis, analytical, and critical thinking skills.

• Ability to write concise reports that clearly identify issues and provide assessments and recommendations.

• Ability to manage multiple tasks/projects in parallel.

• Strong communication, coordination, and stakeholder management skills.

• Ability to track action commitments, follow up on progress, and manage project information.

• Proficiency in Excel and PowerPoint; knowledge of MS Project, Primavera P6, Power BI, or other dashboard/reporting tools is preferred.

• Ability to work directly with senior leadership, maintain confidentiality, and handle issues independently.
