Ehs(Safety) Officer

1. Tender / Pre-Contract Stage

- Support the tender team by identifying major construction safety risks and

proposing mitigation measures.

- Provide EHS inputs for method statements, risk assessments, and construction planning.

- Review EHS requirements from client specifications and contract documents.

- Assist in preparing preliminary EHS plans and project safety strategies.

- Hỗ trợ đội đấu thầu nhận diện các rủi ro an toàn trong thi công và đề xuất biện pháp kiểm soát.

- Cung cấp thông tin EHS cho biện pháp thi công, đánh giá rủi ro và kế hoạch thi công.

- Rà soát các yêu cầu EHS trong hồ sơ mời thầu và hợp đồng.

- Hỗ trợ xây dựng kế hoạch EHS sơ bộ cho dự án.

2. Execution Stage

A. Onsite EHS Management

- Perform daily site safety inspections and identify unsafe conditions or unsafe acts.

- Monitor EHS compliance of contractors, subcontractors, and vendors on site.

- Ensure proper implementation of Permit to Work (PTW) systems including:

• Hot work

• Work at height

• Confined space

• Lifting operations

- Monitor proper use of Personal Protective Equipment (PPE) and safe working

procedures.

- Thực hiện kiểm tra an toàn hàng ngày tại công trường và phát hiện các hành

vi/điều kiện không an toàn.

- Giám sát việc tuân thủ EHS của nhà thầu và nhà thầu phụ.

- Đảm bảo hệ thống Permit to Work được thực hiện đúng quy định.

- Giám sát việc sử dụng PPE và tuân thủ quy trình làm việc an toàn.

B. PPE Management

- Manage and control the provision of Personal Protective Equipment (PPE) for

project team members and subcontractors.

- Ensure proper distribution, usage, and replacement of PPE according to project safety requirements.

- Monitor PPE compliance during site inspections and enforce corrective actionswhen necessary.

- Monitoring the PPE inventory records and coordinate with procurement or

administration for replenishment.

- Quản lý và kiểm soát việc cấp phát trang bị bảo hộ cá nhân (PPE) cho đội dự án và nhà thầu phụ.

- Đảm bảo việc cấp phát, sử dụng và thay thế PPE đúng quy định an toàn của dự án.

- Theo dõi việc tuân thủ PPE trong các đợt kiểm tra an toàn và yêu cầu khắc phục khi cần.

- Theo dõi tồn kho PPE và phối hợp với bộ phận mua hàng hoặc hành chính để bổ sung khi cần

C. Legal & Regulatory Compliance

- Ensure compliance with Vietnamese Occupational Safety and Health laws and regulations.

- Maintain and update EHS legal registers and statutory reporting requirements.

- Coordinate with local authorities, industrial park management, and regulatory

inspectors when required relevant on EHS matter.

- Đảm bảo tuân thủ Luật An toàn Vệ sinh Lao động và các quy định pháp luật liên quan.

- Cập nhật hồ sơ pháp lý và các báo cáo theo quy định.

- Phối hợp với cơ quan chức năng và ban quản lý khu công nghiệp về các vấn đề EHS khi cần.

D. Training & Awareness

- Conduct EHS induction training for employees, subcontractors, and visitors.

- Organize toolbox meetings and periodic safety training sessions.

- Promote safety awareness and safe working culture on site.

- Tổ chức đào tạo an toàn đầu vào cho nhân viên, nhà thầu và khách tham quan công trường.

- Tổ chức họp toolbox và đào tạo an toàn định kỳ.

- Xây dựng văn hóa an toàn tại công trường.

E. Incident Management

- Investigate accidents, incidents, near misses, and unsafe conditions.

- Conduct root cause analysis and prepare investigation reports.

- Monitor and verify the implementation of corrective and preventive actions.

- Điều tra tai nạn, sự cố và near miss.

- Phân tích nguyên nhân gốc và lập báo cáo điều tra.

- Theo dõi và xác nhận việc thực hiện các hành động khắc phục và phòng ngừa.

F. Documentation & Reporting

- Maintain EHS documentation including inspection reports, training records,

incident reports and PTW records.

- Prepare weekly and monthly EHS performance reports for Project Manager and company management.

- Quản lý hồ sơ EHS bao gồm báo cáo kiểm tra, đào tạo, sự cố và PTW.

- Chuẩn bị báo cáo EHS hàng tuần và hàng tháng.

G. Coordination & Communication

- Participate in EHS meetings with project teams, clients, and subcontractors.

- Coordinate with Project Manager, construction teams, and engineering teams to integrate EHS into project activities.

- Support internal audits, client audits, and safety inspections.

- Participate in regular safety walkdowns with client and consultant representatives.

- Attend and support weekly or periodic EHS meetings with client and project

stakeholders.

- Coordinate and follow up corrective actions raised during safety walkdowns or

EHS meetings.

- Coordinate emergency preparedness activities including fire evacuation drills and emergency response exercises.

- Tham gia các cuộc họp EHS với đội dự án, chủ đầu tư và nhà thầu.

- Phối hợp với PM, đội thi công và kỹ thuật để tích hợp EHS vào hoạt động dự án.

- Hỗ trợ các cuộc audit nội bộ và kiểm tra của khách hàng.

- Tham gia các buổi safety walkdown với chủ đầu tư và tư vấn.

- Tham gia và hỗ trợ các cuộc họp EHS định kỳ với các bên liên quan.

- Theo dõi và phối hợp thực hiện các hành động khắc phục từ các buổi kiểm tra

hoặc họp an toàn.

- Phối hợp tổ chức các hoạt động ứng phó khẩn cấp như diễn tập PCCC và diễn tập sơ tán.

3. Testing & Commissioning Stage

- Ensure safety procedures are implemented during testing and commissioning activities.

- Monitor electrical safety and LOTO procedures during energization and equipment testing.

- Coordinate with commissioning teams to control risks related to equipment start- up and system testing.

- Đảm bảo các quy trình an toàn được thực hiện trong giai đoạn testing &

commissioning.

- Giám sát an toàn điện và quy trình LOTO trong quá trình test và đóng điện.

- Phối hợp với đội commissioning để kiểm soát rủi ro khi chạy thử hệ thống.

4. Project Closing Stage

- Ensure all EHS documentation is completed and archived according to company requirements.

- Participate in final safety inspections before project handover.

- Prepare final EHS performance reports and lessons learned.

- Đảm bảo hồ sơ EHS được hoàn tất và lưu trữ theo quy định của công ty.

- Tham gia kiểm tra an toàn trước khi bàn giao dự án.

- Chuẩn bị báo cáo tổng kết EHS và bài học kinh nghiệm.

5. Other assignment as required by Direct Line Manager

Education:

- Bachelor’s degree or higher in Occupational Health, Safety & Environment,

Engineering, or related discipline, or relevant project management qualification.

- Bằng cử nhân hoặc cao hơn ngành An toàn lao động, Môi trường, Kỹ thuật hoặc ngành liên quan hoặc chứng chỉ quản lý dự án tương đương.

Working Experience:

- Minimum 3–5 years of EHS experience in construction, MEP, industrial, or cleanroom projects.

- Tối thiểu 3–5 năm kinh nghiệm EHS trong dự án xây dựng, MEP hoặc nhà máy.

Technical & Professional Knowledge:

- Knowledge of Vietnam EHS laws and construction safety regulations.

- Understanding of hazard identification and risk assessment

Yêu cầu công việc

Education:

- Bachelor’s degree or higher in Occupational Health, Safety & Environment,

Engineering, or related discipline, or relevant project management qualification.

- Bằng cử nhân hoặc cao hơn ngành An toàn lao động, Môi trường, Kỹ thuật hoặc ngành liên quan hoặc chứng chỉ quản lý dự án tương đương.

Working Experience:

- Minimum 3–5 years of EHS experience in construction, MEP, industrial, or cleanroom projects.

- Tối thiểu 3–5 năm kinh nghiệm EHS trong dự án xây dựng, MEP hoặc nhà máy.

Technical & Professional Knowledge:

- Knowledge of Vietnam EHS laws and construction safety regulations.

- Understanding of hazard identification and risk assessment methods.

- Familiar with ISO 45001:2018 and ISO 14001:2015 standards.

- Knowledge of Permit to Work systems and construction safety procedures

- Ability to conduct incident investigation and root cause analysis.

- Hiểu biết về luật an toàn lao động và quy định an toàn xây dựng tại Việt Nam.

- Có khả năng nhận diện mối nguy và đánh giá rủi ro.

- Hiểu tiêu chuẩn ISO 45001:2018 và ISO 14001:2015.

- Am hiểu hệ thống Permit to Work và quy trình an toàn thi công.

- Có khả năng điều tra tai nạn và phân tích nguyên nhân.

Special Requirements:

- Strong communication and coordination skills.

- Ability to work under tight schedules and site pressure.

- Proactive attitude toward safety improvement.

- Ability to work independently and as part of a project team.

- Good English communication skills for project coordination.

- Willing to travel or relocate based on project assignment.
