Admin Technical Specialist (Facility & Maintenance)

Utility Systems Operations & Management:

Manage, inspect, and ensure the safe, stable, and continuous 24/7 operation of all factory utility systems (power distribution, transformer substations, generators, fire protection (PCCC), HVAC/Chiller, compressed air, water supply/wastewater treatment systems, etc.).

Monitor daily technical parameters; promptly identify and troubleshoot arising incidents.

Collaborate with cross-functional departments to execute internal factory projects (layout changes, equipment installations, etc.).

Construction Supervision & Contractor Management:

Directly supervise external contractors during the installation, repair, renovation, or new construction of infrastructure and utility systems within the plant.

Inspect, audit, and accept project quantity and quality; ensure contractor compliance with timelines, design drawings, and company Health, Safety, and Environment (HSE) standards.

Maintenance Planning & SOP Development:

Develop short-term and long-term preventive maintenance (PM) plans for all plant machinery, equipment, and utility systems.

Draft and update technical documentation, Standard Operating Procedures (SOPs), and detailed maintenance guidelines for each system.

Train and guide technicians and operators to strictly follow maintenance procedures and safety protocols.

Establish departmental Key Performance Indicators (KPIs) and drive continuous performance tracking (MTTR, MTBF, OEE, etc.).

Spare Parts & Inventory Management:

Monitor, evaluate, and establish optimal min-max inventory levels for spare parts and replacement materials.

Propose procurement requests, inspect incoming material quality, and manage spare parts storage to guarantee readiness for emergency repairs and replacements.

Continuous Improvement & Innovation:

Actively research and propose innovative technical solutions to optimize energy costs, reduce operational expenses, and enhance utility system efficiency.

Experience: Minimum of 03 years of experience as a Facility Engineer or M&E / Maintenance Engineer in manufacturing environments.

Education: Bachelor’s degree or Higher Diploma in Mechanical & Electrical (M&E), Electrical/Electronics, HVAC/Refrigeration, Automation, or related engineering fields.

Technical Skills:

Proficient in reading and interpreting technical drawings (AutoCAD, electrical/thermal single-line diagrams, M&E construction drawings).

Hands-on experience in construction supervision and M&E project handover/acceptance with contractors.

In-depth knowledge of operating principles and maintenance practices for factory utilities (Chiller, HVAC, compressed air, fire protection, power & lighting systems).

Proficient in MS Office (Word, Excel); experience with Computerized Maintenance Management Systems (CMMS) is a plus.

Mindset & Soft Skills:

Creative mindset with high flexibility and proactiveness in driving process improvements.

Strong problem-solving, troubleshooting skills, and ability to perform well under pressure.

Excellent communication, contractor management, and teamwork abilities.

Good command of technical English for reading and understanding documentation.
