Risk Officer

BPCE IOM - HCMC Branch is seeking a proactive Risk Officer to join our Risk Department. This position is responsible for Operational Risk, Permanent Control, and Business Continuity Plan in accordance with Groupe BPCE standards and local regulatory requirements. The role also supports the Risk Management department in reviewing risk exposures arising from business activities, including counterparty and credit-related risks as assigned by the Head of Risk.

MAIN DUTIES

Operational Risk

• Monitor Key Risk Indicators (KRIs), follow up on operational risk incidents, conduct root cause analysis, and prepare quarterly consolidated reports for management review.

• Collaborate with departments to ensure incidents are accurately recorded and verified; establish corrective action plans and track completion.

• Support the operational risk framework in compliance with Groupe BPCE standards and regulatory requirements.

Permanent Controls

• Execute 2nd level controls, monitor control effectiveness, and report on anomalies and corrective measures on a quarterly basis.

• Support supervision of the permanent control framework; identify improvement areas and propose enhancements in collaboration with business lines.

Business Continuity Plan

• Coordinate with business units to maintain Business Impact Analyses (BIA) and update the Business Continuity Plan (BCP) on an annual basis.

• Support the execution of annual BCP exercises and drills.

Risk Review & Counterparty Assessment

As part of the second-line risk oversight function, and as assigned by the Head of Risk:

• Review credit files submitted by business lines, ensuring consistency with the Bank's risk policies and appetite.

• Assess counterparty financial profiles, repayment capacity, business activity, etc. to provide an independent risk opinion.

Additional responsibilities

• Perform ad-hoc reports and other tasks assigned by the Head of Risk.

• Contribute to cross-functional risk projects and regulatory initiatives as required.

REQUIREMENTS

• Strong analytical thinking with attention to detail and sound judgment.

• Ability to manage multiple priorities and meet deadlines in a fast-paced environment.

• Good communication and report-writing skills in both Vietnamese and English.

• Team player with a collaborative mindset; ability to work across departments.

• Intellectual curiosity and willingness to develop risk expertise across multiple domains.

QUALIFICATION & EDUCATION

• Bachelor's degree in Finance, Banking, Economics, or a related field.

• Minimum 4 years in banking or financial services with exposure to operational risk, internal controls, or credit functions.

• Experience in credit file review or financial analysis is an advantage.
