BASIC FUNCTIONS OF THE POSITION

The incumbent serves as the full-time Senior Research and Analysis Assistant to the Casualty Resolution Specialist (CRS) for the Defense POW/MIA Accounting Agency - Detachment Two (DPAA- Det2). DPAA is the U.S. Government agency responsible for conducting in-country research, analysis, and investigations that will assist in recovery operations to determine the fate of Americans missing from the Vietnam Conflict. The primary function of this position is to provide direct administrative, research, translation, and reporting support to the CRS to advance the U.S. Government's mission of providing the fullest possible accounting of missing personnel from the Vietnam War. The Senior Research and Analysis Assistant provide critical analytical and research support to the casualty resolution mission. The incumbent is responsible for conducting in-depth archival research, analyzing historical documents and records, and performing field research throughout Vietnam to gather information related to unresolved casualty cases. This position plays a key role in developing comprehensive case files and providing the analytical foundation needed for case resolution.

Education: A university degree in history, international relations, political science, journalism, or English is required.

Experience: A minimum of two years of relevant experience in research, data collection and management, or analytical field is required.


Languages:

Fluent in Speaking/Reading/Writing English is required. (This will be tested).

Fluent in Speaking/Reading/Writing Vietnamese is required.


JOB KNOWLEDGE: Must have:

Subject Matter Knowledge: A comprehensive understanding of 20th-century Vietnamese history, particularly the historical context of the Indochina Wars.


Research Methodology: In-depth knowledge of archival research methods, including how to handle primary and secondary sources, conduct oral history interviews, and cite sources properly. (Please submit a separate written brief demonstrating your experience conducting historical or archival research and drafting analytical reports based on your findings).


Analytical Concepts: Thorough knowledge of analytical and evaluative techniques to identify, consider, and resolve complex issues or problems.


Geographic Knowledge: Detailed knowledge of Vietnamese geography, including provinces, districts, and local customs, is required for effective field research.


SKILLS AND ABILITIES

Analytical & Problem-Solving Skills: The ability to analyze large volumes of information, identify significant trends, and draw logical conclusions. Must be able to evaluate the relevance of information and develop strategies for further research.


Communication Skills: The ability to communicate effectively, both orally and in writing, in English and Vietnamese. Must be able to draft complex analytical reports, present findings clearly, and conduct interviews with a wide range of individuals. (This will be tested).


Interpersonal Skills: Proven ability to work independently with a high degree of initiative and to collaborate effectively as part of a multicultural team. Must be able to build and maintain relationships with host government officials and other external contacts.


IT Skills: High proficiency in using Microsoft Office applications (Word, Excel, PowerPoint) and experience with database use and internet research.
