Bidding Specialist

1. Participate in the development and review of the investment efficiency for the Automotive Assembly Plant Construction Project;

2. Divide the project into tender/bidding packages; prepare and review the cost estimates (or budget) for these packages; and establish the tender/bidding plan for the entire Project and/or for each individual tender package of the Automotive Assembly Plant Construction Project;

3. Participate in the process of drafting the Set of Requirement (SoRs)/Invitation to Bid (ITB) documents, searching for contractors who meet the required capacity, controlling the implementation progress of the tendering process, evaluating the bid documents (proposals), and negotiating with contractors within their professional scope. Participate in appraising/verifying the bid evaluation results in case external bidding consultants are utilized and identify potential contractors that meet the requirements specified in the SoRs/ITB;

4. Participate in drafting, negotiating, preparing, and managing the contracts;

5. Monitor and implement the contract payment and finalization (settlement) process, evaluating payment and finalization requests against the contract terms and conditions;

6. Evaluate and prepare reports on contractor's proposals for changes (variations) and additional works (claims/extras). Participate in coordination meetings among relevant parties during contract execution;

7. Participate in developing management procedures and forms related to the quantity and cost management of the Project;

8. Monitor, update, and report on the Project cash flow;

9. Perform statistical work, and prepare periodic and ad-hoc reports on the plan and progress of the tender packages as required by the Project Management Board leadership and the Company leadership. Synthesize, analyze, and evaluate the execution status of the packages, proposing solutions for implementation to ensure timely completion;

10. Execute other tasks as assigned by management levels.

Yêu cầu công việc

1. Education & Qualifications:

• Education: Bachelor's degree or higher in Economics or Construction. Preference for candidates with a degree in Construction Economics (Quantity Surveying/Cost Engineering).

• Language: Proficiency in English and/or Chinese is an advantage (preferred)

2. Experience:

• At least five (05) years of experience in a similar or equivalent position.

• Deep knowledge and understanding of tendering/bidding processes, cost estimation/budgeting,

and plan management.

• Industry Preference: Preference will be given to candidates with experience working on

industrial construction projects. Prior working experience in the Automotive industry is

preferred.

3. Skills

• Skills in preparing construction cost estimates.

• Skills in communication, negotiation, and bargaining.

• Skills in information gathering, analysis, judgment, and synthesis;
