Greetings! Chemistar Co., Ltd. is a leading PCE (polycarboxylate ether) manufacturer based in Korea, and Chemistar Vietnam is a 100% Korean-invested FDI company established by its headquarters. With 40 years of experience and expertise, we are making a strategic move to expand our global market by establishing a new factory in HCMC, Vietnam. Job Title: Admin / HR Manager

Location: Vietnam (Ho Chi Minh City / other business locations)

Reporting Line: General Director / Factory Manager / HQ Manager (Korea)

Employment Type: Full-time


Key Responsibilities


1. Human Resources & Payroll

• Manage the full-cycle recruitment process, including job postings, agency coordination, interviewing, onboarding, and hiring.

• Process monthly payroll, attendance, leave management, and HR administration.

• Manage statutory Social, Health, and Unemployment Insurance (SHUI) in compliance with Vietnam Labor Law.

• Prepare and manage labor contracts, renewals, terminations, and maintain accurate employee records.

• Develop and continuously improve HR policies, procedures, and employee relations.


2. Corporate & Administrative Management

• Support the establishment and expansion of the manufacturing entity by coordinating administrative and corporate documentation.

• Establish, implement, and continuously improve internal policies, SOPs, and onboarding.

• Coordinate the preparation and administration of corporate documents, commercial agreements, and regulatory filings.

• Coordinate and submit periodic FDI reports and other statutory reports in collaboration with external consultants and relevant departments.


3. Office & Asset Management

• Oversee the procurement and management of office supplies, company assets, vehicles, and communication devices.

• Coordinate lease agreements and ensure proper maintenance of office and factory facilities.

• Manage business travel arrangements, internal meetings, and expense settlements.

• Supervise external vendors to ensure efficient facility and office operations.


4. Government Liaison & Compliance

• Act as the primary liaison with local government authorities, tax offices, industrial zone authorities, and other regulatory agencies.

• Coordinate legal and administrative procedures for foreign employees, including visas, work permits, and Temporary Residence Cards (TRC).

• Monitor regulatory changes and ensure company compliance with Vietnamese labor and administrative regulations.


5. Employee Welfare & Engagement

• Plan and manage company events, team-building activities, employee recognition programs, birthdays, and company dinners.

• Develop and continuously improve employee welfare and benefit programs to enhance engagement and retention.

• Promote a positive working environment and support organizational culture development.


6. Financial Collaboration

• Work closely with Finance and Accounting teams on budget planning, expense control, and payment processing.

• Prepare and report departmental budgets and operating expenses to management and headquarters.

• Support cost control initiatives and administrative budget management.


Working Conditions


Working Hours: Monday to Friday, 08:00–17:00 / Saturday 08:00-12:00

Salary: Negotiable based on experience and language skills

Benefits: Social & health insurance, paid leave, holiday bonuses in accordance with Vietnamese law

Location: HCMC office - District 7

Factory - Phường Tân Phước, TP Hồ Chí Minh

Requirements


• Experience: Minimum 5 years of experience in Human Resources & General Affairs (HR & GA), Office Administration, or a related function within the manufacturing industry (required). Experience in newly established companies, start-ups, or greenfield manufacturing projects is highly preferred.


• HR Knowledge: Practical experience in recruitment, payroll administration, employee relations, labor contracts, attendance management, and statutory insurance (SHUI) under Vietnam Labor Law.


• Administrative & Compliance: Experience coordinating corporate administration, government documentation, and regulatory compliance. Experience supporting company setup or expansion projects is an advantage.


• Multitasking & Time Management: Strong ability to manage multiple priorities, organize workloads effectively, and deliver results in a fast-paced environment.


• Mindset & Attitude: Highly proactive, responsible, and self-motivated with a strong sense of ownership. Quick to learn, adaptable to change, and able to work independently with minimal supervision.


• Problem-Solving: Strong analytical and problem-solving skills with the ability to make sound decisions and execute tasks efficiently.


• Communication: Excellent interpersonal and communication skills with the ability to collaborate effectively across departments, external stakeholders, and government authorities.


• Language: Business-level English proficiency (written and spoken) is required. The successful candidate must be confident communicating directly with foreign management and headquarters on a daily basis.


• Cross-cultural Communication: Ability to work effectively in an international environment and bridge communication between Vietnamese employees, foreign management and headquarters.


Preferred Qualifications


• Basic to intermediate Korean communication skills.


• Experience handling recruitment, HR policy development, performance management, employee engagement, or organizational development initiatives.


• Experience working with local authorities on visas, work permits, Temporary Residence Cards (TRC), and other regulatory procedures.


• Experience coordinating with external consultants, accounting firms, or legal advisors regarding labor, tax, or corporate compliance matters.


• Experience supporting HR & GA operations during the establishment or expansion of a manufacturing company.


Quyền lợi

  • Thưởng: 13th month salary. Full social, health, and unemployment insurance according to Vietnam Labor Law. Periodic salary review based on capacity and work performance
