Position Overview

The Senior Manager – HSE & Sustainability leads and elevates Saitex's group-wide Health, Safety, Environment and Sustainability function across all manufacturing facilities. Unlike a site-level HSE role, this is a strategic leadership position: setting HSE & Sustainability policy, standards, and systems for the group; leading and developing the group HSE & Sustainability team; owning the company's certification and sustainability program portfolio (ISO 14001, Higg FEM/FSLM/SLCP, Bluesign, OEKO-TEX, traceability platforms, and others); and acting as Saitex's senior representative to customers, auditors, and government authorities on all HSE & Sustainability matters.

The ideal candidate is a strategic yet hands-on HSE/EHS professional who has led multi-site or group-wide HSE functions in a manufacturing environment, is fluent in Vietnamese HSE and environmental law as well as the international standards demanded by global apparel brands, and can lead confidently across a diverse, multi-site blue-collar workforce.

Key Responsibilities

1. HSE & Sustainability Strategy, Governance & Legal Compliance

Monitor and interpret updates to Vietnamese and international legal requirements relevant to HSE (occupational safety, environmental protection, chemical management) and translate them into internal policy updates

Own and continuously review the company's HSE & Sustainability policies, procedures, standards, guidelines, and forms, ensuring they reflect current local law, customer requirements, and international standards

Oversee monitoring of policy and procedure implementation across all facilities, ensuring consistent application of HSE requirements group-wide

Set the annual HSE & Sustainability department plan, training calendar, and KPIs, and track progress against them across sites

Build and maintain the group HSE compliance calendar: statutory reporting deadlines, certification renewal cycles, and internal policy review cycles

2. Certifications, Standards & Sustainability Programs

Lead the company's certification portfolio: ISO 14001, Higg FEM / Higg FSLM / SLCP, Bluesign, OEKO-TEX, and other buyer-mandated standards

Drive sustainability projects end-to-end: circularity and closed-loop initiatives (C2C), recycled/regenerated materials (RR project), Made2Flow, and other environmental innovation programs

Own group-wide HSE and sustainability data — energy, water, wastewater, and waste — ensuring accuracy for internal tracking and external disclosure (customer scorecards, Impact Reports, traceability platforms such as Trustrace and BCI)

Prepare and oversee documentation for environmental licensing, solar project compliance, and Green Trade (GTW) audits

3. Customer & Third-Party Audit Management

Serve as the primary point of contact for customers and third-party auditors on all HSE & Sustainability assessments, arranging logistics and documentation ahead of visits

Lead preparation of HSE & Sustainability records for customer, brand, and third-party assessments — including social audits, B Corp recertification, and buyer scorecards

Direct the audit response process: review findings, build corrective action plans (CAPs), assign owners, and track resolution to closure across all facilities

Lead and coordinate internal and external HSE audits at company sites and at subcontractor/supplier facilities

4. Occupational Health & Safety

Oversee machine safety guidelines/SOPs, special machine and equipment inspection programs, and PPE standards (including garment-specific PPE) across all sites

Own the group's occupational health program: periodic health examinations, occupational disease screening, and health rehabilitation services

Ensure first aid teams are established, trained, and equipped at every site; oversee labor accident and occupational disease investigation, documentation, and reporting

Lead HSE risk assessments (occupational health & safety and environment) and emergency response planning — chemical spill, food poisoning, fire, and other emergency drills

5. Chemical, Environmental & Food Safety Management

Oversee chemical safety and chemical management programs, including BHive/BVE3 compliance, safety data sheets (MSDS/SDS), and chemical labeling for hazardous substances

Ensure drinking water testing and wastewater testing (including ZDHC wastewater guidelines) and sludge testing are performed on schedule and meet regulatory and customer standards

Own food safety and hygiene standards across canteens and facilities, and oversee general and specific working-environment monitoring (noise, lighting, air quality, etc.)

Ensure hazardous waste is tracked, documented, and disposed of in full compliance with Vietnamese environmental regulations

6. Government & Regulatory Reporting

Ensure timely and accurate submission of statutory reports: occupational safety and health/labor accident reports, environmental protection reports, and chemical reporting to relevant government authorities

Maintain relationships with local government bodies and regulators on HSE-related matters, representing the company in inspections and consultations

Track environmental monitoring parameters for the surrounding environment and ensure corrective actions are implemented where required

7. Team Leadership & Capability Building

Lead, coach, and develop the HSE & Sustainability team across all facilities.

Own the department's training strategy: HSE training for employees, including the required participant groups and content under Vietnamese OSH regulation, tracking completion and effectiveness

Maintain and communicate an up-to-date organizational chart and emergency communication channel for HSE across all sites

Chair or oversee the Monthly Safety and Hygiene Network Meeting, driving accountability and continuous improvement across departments

8. Stakeholder & External Relations

Act as Saitex's senior representative to customers, third parties, consultants (including Better Work Vietnam), and industry bodies on HSE & Sustainability matters

Build and maintain strong working relationships with local government agencies on HSE and environmental compliance matters

Represent HSE & Sustainability in cross-functional forums, ensuring alignment with Merchandising, Production, Compliance, and other departments on customer and sustainability commitments
