Utilities Assistant Manager (Experienced in Wastewater Treatment System)

Main Role & Responsibilities:

1. Overall governance

• Cascade and implement related policies, standards such as ISO, and related guidelines and regulations to subordinates and relevant stakeholders, in order to ensure that work practices are aligned with policies.

• Propose, periodically revise and gain approval on department's work processes, procedures, goals, strategy, initiatives, targets and plans to ensure efficient operation.

• Develop, propose, obtain approval, monitor and optimize utilization of department's resources and budget against company's budget, to ensure optimization and the right prioritization of resources and budget.

2. Function-related accountabilities

• Lead water/wastewater demand assessment, utility planning, capacity expansion, and infrastructure development.

• Conduct technical feasibility studies and evaluate treatment technologies, CAPEX/OPEX, performance, and sustainability.

• Prepare technical reports, feasibility studies, investment papers, presentations, and management reports.

• Lead/support technical and commercial negotiations for WSA, MOU, and other utility agreements.

• Define technical requirements for water supply and wastewater services, including capacity, quality, connection, and infrastructure requirements.

• Coordinate with Engineering, Operations, Legal, Finance, consultants, and authorities on project development, approvals, permitting, and implementation.

• Review technical proposals, designs, specifications, and consultant/contractor deliverables.

• Identify opportunities for water reuse, reclamation, energy efficiency, and utility optimization.

• Support identification and preliminary technical screening of water/wastewater investment opportunities.

• Conduct/support technical due diligence covering plant capacity, technology, asset condition, operating performance, CAPEX/OPEX, expansion potential, and regulatory compliance.

• Identify key technical risks, liabilities, improvement opportunities, and potential value creation.

• Provide technical inputs for financial modeling, valuation, feasibility studies, and investment recommendations.

• Support technical/commercial discussions and negotiations with potential sellers, investors, partners, consultants, and authorities.

3. Other accountabilities

• Guide and assist, if needed, junior members in performing their tasks to ensure consistent understanding and ability to perform tasks.

• Review, if needed, assignment completed by junior members to ensure integrity and accuracy of work conducted.

• Engage in regular meetings/ updates with team members, collect feedback, encourage and promote team spirit.

• Identify/ respond appropriately to high-complex issues, in order to ensure that each issue is efficiently dealt with or escalated to a superior level properly.

• Respond to instructions to undertake specific tasks to assist senior members in the completion of projects or assignments.

• Be accountable for other certain works as assigned from immediate superior level.

• Perform other duties assigned by Management related to Utilities BD and investment activities

• Bachelor’s degree in Environmental, Civil, Chemical, Water Resources Engineering, or related fields.

• >7 years of experience in water/wastewater treatment, utility infrastructure, project development, or technical consulting; experience in Industrial Zones is an advantage.

• Strong understanding of WTP/WWTP technologies, utility planning, capacity expansion, CAPEX/OPEX, and environmental/regulatory requirements.

• Excellent communication, negotiation, and relationship management skills.

• Proficiency in Microsoft Office Suite and AutoCAD tools.

• Ability to work independently and as part of a team in a fast-paced environment.

• Willingness to travel for business development activities as required.ualifications
