SUMARY DESCRIPTION:
1. Laboratory Manager supervises the day-to-day activities in medical laboratory attached to business of polyclinic system, take responsibility to the Directors for all activities of the laboratory.
2. Authority and Responsibilities
2.1 Authority
• System & Data Access:
o Holds the highest-level user access for laboratory operating systems and equipment.
o Accesses all laboratory information systems (UBQ, Vasnit, Cobas Infinity, and lab computers).
o Accesses, creates, and updates laboratory documentation and records systems.
• Management & Clinical Advice:
o Advises leadership on lab management and system development.
o Provides test consultations, interprets test results, and recommends testing to support physicians' diagnoses.
o Directly communicates with doctors regarding test results.
• Approvals & Quality Control:
o Reviews, approves, issues, and revises test results.
o Approves and updates testing method verification processes.
o Develops and approves technical and management procedures for the laboratory.
• HR & Training Development:
o Proposes training programs and evaluates personnel.
o Approves training programs and assesses lab staff performance.
o Participates in specialized training programs domestically and internationally.
o Conducts annual salary/level reviews based on performance and work attitude (12-month cycle).
2.2 Responsibilities & Key KPIs Summary
• Operations Management:
o Ensure 100% standard process compliance with zero downtime (Assessed every 6 months).
o Deliver ≥98% of test results on time.
o Audit 100% of processes and annually update 100% of required SOPs.
• Personnel & Team Development:
o Maintain 100% clear JDs, performance evaluations, and competency assessments for all staff.
o Conduct at least 1 internal training course per month.
o Ensure correct staffing levels ≥98 and achieve ≥95 employee satisfaction with fair treatment and workload.
• Quality Control (QC):
o Achieve 100% pass rate for Internal Quality Control (IQC) and ≥98% for External Quality Assessment (EQA).
o Keep test result feedback/complaint rate to ≤ 1%.
o Maintain 100% ISO quality compliance with zero test rejections.
• Safety Control:
o Maintain 100% compliant safety SOPs per ISO and Health Department standards.
o Maintain 0% non-compliance regarding proper protective gear (PPE).
• Asset & Inventory Management:
o Track and service 100% of equipment; keep equipment downtime (>24 hours) at 0%.
o Ensure 100% annual equipment calibration and complete record-keeping.
o Maintain chemical stockouts (>3 days) below 5%.
o Ensure 100% proper storage and non-wasteful usage of chemicals.
• Service Innovation:
o Launch at least 1 new laboratory testing technique annually.
• Qualifica • Qualifications: Master’s degree, Specialist I, or Bachelor’s degree in Medical Laboratory Technology (or a relevant field). • Licensure: Must possess all required professional licenses for the laboratory specialty. • Experience: o At least 36 months of laboratory work experience after receiving the professional license, OR o At least 54 months of direct hands-on experience in laboratory testing. • Employment Status: Must be a full-time practicing professional at the clinic. • ISO Certification: Trained in Laboratory Quality Management Systems under ISO 15189 standards and must hold an ISO 15189 training certificate.
