• Develop and implement sourcing strategies for assigned procurement categories such as chemicals, equipment and services, aligned with the overall category management strategy.
• Monitor market trends, supplier capabilities and emerging technologies relevant to assigned categories.
• Act as a Cost Champion by identifying savings and value-improvement opportunities through competitive bidding, process improvement, Should-Cost Models and value engineering.
• Lead category strategy development and execution in close collaboration with engineering, operations, maintenance and other business stakeholders.

Bidding, Contract & Vendor Management

• Lead bidding activities in accordance with approved contract strategies, including bidder selection, bid-document issuance, evaluation, recommendation and approval processes.
• Develop Level 3 and Level 4 negotiation strategies and negotiate commercial terms including price, delivery schedule and service-level requirements.
• Ensure contracting activities comply with Vietnamese regulations and company contracting policies and procedures.
• Coordinate with Contract Owners, Contract Holders, user departments and legal advisors to prepare and review invitations to bid, tender documents, scopes of work, technical specifications and contract terms and conditions.
• Ensure required contractual documents are properly submitted and maintained throughout contract execution.
• Oversee supplier and contract performance evaluation and ensure feedback is completed accurately and on time.
• Ensure purchased goods and services meet required quality standards and specifications.

Operational Oversight & Supply Chain Assurance

• Identify and mitigate procurement risks including supply-chain disruption and price volatility.
• Oversee expediting, material delivery, logistics handling and completion of services to meet schedule, budget, specifications and quality requirements.
• Ensure managed categories support company financial and operational objectives.

Performance, Compliance & Reporting

• Track procurement KPIs including cost savings, supplier performance and contract compliance.
• Ensure timely and accurate reporting of contracts, bidding/package status and team performance.
• Validate contractual and ERP information before submission to management.
• Ensure procurement activities meet applicable regulatory, policy and ethical requirements.
• Support audits, supplier reviews and continuous-improvement initiatives.

Stakeholder & Team Leadership

• Manage stakeholder expectations, provide procurement status and risk updates, and resolve internal or external misalignment.
• Build effective relationships with internal stakeholders, suppliers, vendors and relevant external parties.
• Coach and mentor team members, monitor performance, identify competency gaps and propose development plans based on the 70/20/10 learning approach.
• Develop high-potential team members through career planning, on-the-job training and practical application of strategic, logical and critical thinking.
• Promote integrity, ethical conduct, teamwork, innovation and continuous improvement across the team.

Yêu cầu công việc

• Minimum 7 years of procurement experience in Oil & Gas, refinery, downstream or upstream businesses.
• Minimum 2-3 years of experience managing a team or performing in a similar leadership role.
• Practical experience in end-to-end procurement, competitive bidding, contract negotiation, contract administration and supplier management

• Bachelor's degree or above in Engineering, Supply Chain Management, Business Administration, Logistics, Purchasing Management or an equivalent discipline.
• Contract-management or procurement certification such as FIDIC, MCIPS or equivalent is preferred.

• Minimum English level equivalent to TOEIC 700.

Technical Knowledge

• End-to-end contract management and category management.
• Import/export regulations, logistics, mobilization and supply-chain operations.
• SAP systems for category and contract management and spend analysis; SAP Ariba experience is an advantage.
• Procurement compliance, risk mitigation and conflict-management frameworks.
• Vendor management, performance evaluation and category planning.
• Change-management strategies and their application in procurement environments.
