Main responsibility:

The Safety and Security Supervisor will work with the HSE Coordinator to support the QHSE Manager in implementing, monitoring, and enforcing the project’s health, safety, environmental, and security requirements, with particular focus on warehouse operations, access control, surveillance, incident prevention, and compliance with established safe systems of work.

1. Security Responsibilities

- Oversee overall security operations within the warehouse perimeter, ensuring that access control, surveillance, and patrolling are performed diligently and in line with policies.

- Review and approve access control protocols and manage high-level access authorizations for sensitive areas.

- Monitor CCTV and alarm systems performance; ensure prompt investigation and resolution of security breaches, unauthorized access, and other incidents.

Lead major incident investigations involving security breaches; prepare detailed incident analysis reports and recommend corrective measures.

Coordinate and supervise the activities of outsourced security providers (e.g., Toan Viet Security), ensuring performance standards are met and contracts are adhered to.

2. Safety Responsibilities

- Ensure comprehensive safety oversight of all warehouse activities, including material handling, equipment operation, lifting and rigging, and work at height.

- Supervise the implementation and enforcement of safe systems of work, including lifting plans, permit-to-work systems, and risk assessments.

- Verify that all equipment (e.g., forklifts, cranes, ladders, hydraulic jacks, webbing slings) is regularly inspected, maintained, and compliant with safety standards.

- Oversee fire safety programs, including the periodic inspection of fire extinguishers and other fire protection systems.

- Monitor and approve warehouse layout plans to ensure safe material arrangement, storage, and movement pathways are maintained.

- Lead pre-start meetings with warehouse supervisors and staff to review safety and security concerns from the previous day and discuss plans for upcoming operations.

- Enforce strict fall protection requirements, including the prohibition of work on top of shipping containers without appropriate fall arrest systems (e.g., retractable lifelines, YOYOs) and ensuring platform ladders are used for accessing equipment boxes over 1.5 meters.

Specific responsibilities:

Training and Competence Development

- Design, coordinate, and facilitate security and safety training programs for warehouse security and safety staff.

- Evaluate and verify the competence of team members through regular performance assessments, simulations, and on-site coaching.

- Promote a proactive safety culture by encouraging hazard reporting, conducting toolbox talks, and sharing lessons learned from incidents (REX).

Documentation and Reporting:

- Review and consolidate reports from Security and Safety Supervisors, including patrol reports, equipment inspection records, incident reports, and CCTV review summaries.

- Prepare and submit comprehensive weekly and monthly reports to the QHSE Manager, detailing security and safety performance, incident trends, corrective actions, and improvement recommendations.

- Maintain all records of lifting operations, equipment certifications, fire safety inspections, and incident investigations.

Requirements:

- Extensive experience (minimum 5 years) in security and safety supervision, preferably in industrial, construction, or warehouse settings, including at least 3 years in a senior supervisory role.

- Strong knowledge of security systems, access control, CCTV monitoring, and emergency response planning.

- Comprehensive understanding of safety management systems, safe lifting practices, rigging, work at height safety, and equipment inspection.

- Excellent leadership, organizational, and communication skills.

- Ability to analyze data, prepare reports, and present findings clearly to management and operational teams.

- Ability to mentor, train, and develop subordinate supervisors and staff.

- Physically fit and capable of performing on-site inspections and responding to emergencies.

- High level of integrity, discretion, and commitment to maintaining confidentiality and professionalism.

Shift and Availability:

- Primarily day shifts with flexibility to work extended hours, nights, or weekends as required to oversee security and safety operations or respond to incidents.

- Available on-call for emergency response and critical incident management.
