General Description

• Leading, supervising, and ensuring strict compliance with regulations and standards related to Occupational Health and Safety (OHS) and Environmental Protection (EP) during the construction phase of projects.
• Reporting directly to Technical Manager and the Investor, with responsibility for the entire HSE function across one or multiple project sites.
• Developing and implementing the project's QHSE strategy, policies, and performance metrics aligned with BV Quality Assurance System, QHSE policy, Codes of Ethics, and BV Group's policies and procedures.

Tasks – Activities – Responsibilities

1. Strategic & Leadership Responsibilities:

• Develop and implement comprehensive HSE plans, procedures, and work instructions for the project.
• Lead and mentor the HSE team (HSE Engineers, HSE Coordinators) to ensure consistent performance and professional development.
• Set HSE performance targets and KPIs; monitor and report progress to Technical Manager and Investor.
• Establish HSE governance frameworks including incident reporting, investigation, and corrective action management.
• Champion a safety culture through toolbox talks, awareness campaigns, and stakeholder engagement.

2. Operational Oversight:

• Supervise Labor Safety, Environmental Sanitation, and Fire Prevention & Fighting across all project activities.
• Coordinate with Construction Management, Supervision Consultancy Teams, Employer, and Contractors on HSE matters; escalate critical issues to Technical Manager.
• Control and propose solutions for HSE risks; develop and implement corrective action plans with measurable outcomes.
• Conduct and oversee periodic and random inspections of Labor Safety, Environmental Sanitation, and Fire Prevention & Fighting at site; ensure compliance documentation.
• Manage non-compliance reports (NCRs) and follow up on resolution timelines and effectiveness.
• Coordinate implementation of HSE-related management documents, permits, and certifications.

3. Incident & Risk Management:

• Lead incident investigation for accidents, near-misses, and environmental incidents; prepare root cause analysis and preventive measures.
• Identify and assess HSE risks on an ongoing basis; implement mitigation strategies.
• Maintain HSE records and statistics; prepare monthly/quarterly HSE reports for management review.

4. Reporting & Liaison:

• Report HSE performance to Technical Manager and Investor on a regular schedule.
• Liaise with regulatory authorities (labor inspectorates, environmental agencies) as required.
• Attend and lead periodical and unscheduled HSE meetings with all stakeholders.
• Provide technical HSE assistance to other project teams as needed.

• Bachelor's degree in Occupational Safety & Health, Environmental Management, or a related field
• 8+ years of experience as HSE professional (minimum 3 years in a HSE supervisory or management role on construction projects)
• Valid certificate of occupational safety training (Group II or equivalent; Group I preferred)
• In-depth knowledge of safety measures, standards, and best practices in construction
• Expertise in HSE risk assessment, incident investigation, and corrective action management
• Proven experience leading and developing HSE teams
• Knowledge of Vietnamese labor laws, environmental regulations, and fire safety codes
