Purpose: Instruct team members to follow SOP and regulations to control the operation process and maintain the accuracy and quality of transactions and reduce operation risks.

Main Responsibilities:

• Assist the Operations Section Head in supervising the implementation of the internal control of the branch's operations in order to comply with the regulations of Taiwan and Vietnam competent authority.
• Manage, mentor, and develop the Treasury Back Office team. Allocate workloads and monitor performance to ensure operational efficiency.
• Implement the management and training for team members to increase work efficiency and professional ability in accordance with internal and external regulations.
• Response for client’s or BU’s enquiry of operation process appropriately.
• Monitor the working process to provide and execute according enhancement plan.
• Manage daily treasury back-office transactions, including Foreign Exchange (FX), Money Market, Derivatives, Fixed Income, and other treasury products, ensuring accuracy and timely execution.
• Manage end-of-day reconciliation of payment gateways, ensuring consistency between core banking and Nostro accounts, monitoring transaction routing status, and supporting treasury cash flow. requirements as instructed by Front Office.
• Manage daily, monthly, and quarterly treasury operations report to State Bank of Vietnam, Head Office, and other ad-hoc reporting requests.
• Ensure specific agreements, master/framework agreements, and other pre-settlement risk document related to financial transactions and all required document is completed and in place prior to transaction execution.
• Collaborate with team members, and relevant stakeholders to review, enhance, and implement treasury operation Standard Operating Procedures, internal policies, master/framework agreements, and bank-wide templates for both existing and new treasury products.
• Review and process Relationship Management Application (RMA) requests, liaising with internal and external stakeholders on legal documentation, name screening, and KYC-related matters arising during RMA setup and maintenance.
• Perform projects, operational initiatives, and other treasury-related tasks as assigned by the Operations Head.

• Ensure accurate and high-quality transaction processing and reporting.
• Fulfill all required training obligations and maintain a low level of customer complaints.
• Deliver strong audit results with no significant findings.
• Maintain full compliance with internal controls, operational procedures, and local regulatory requirements for treasury activities.

Professional Requirements:

• Strong knowledge of internal policies and external regulatory requirements in Taiwan and Vietnam.
• Possess practical experience across treasury operations, money markets, and accounting functions.
• Deep knowledge of treasury products (FX, Money Market, Bonds, Derivatives) and settlement systems (SWIFT, Core Banking).

Most Challenging and Difficult Parts:

• Need to be familiar with the internal and external regulations of Vietnam and work efficiency requirements.

Education:

• Bachelor’s degree or higher in Finance, Banking, Accounting, Economics, or a related field .

Work Experience:

• 10+ years of work experience in Treasury Operations, overseeing end-to-end treasury transaction processing and settlement, risk controls, regulatory compliance, reporting, counterparty onboarding, process improvement, system implementation, and cross-functional coordination to support treasury business growth and operational excellence.

Language Skills:

• English (Intermediate), Mandarin (Intermediate) is a plus

Certificate:

• Professional certifications such as ACCA, CPA, CFA, or ACT qualifications are highly preferred. and internal control certificate highly preferred.
