Mô tả công việc Group Procurement Manager
The Procurement Sourcing Lead – IT is responsible for leading strategic sourcing, commercial negotiations and supplier and contract management for technology-related spend across Ben Line Agencies and its Group entities. The role partners closely with Group IT and relevant business stakeholders to translate technology requirements into commercially sound, secure, resilient and fit-for-purpose sourcing outcomes. It ensures technology procurement follows Group Procurement governance while supporting operational continuity, digital transformation and business growth.
A. IT Strategic Sourcing and Category Management:
• Develop and execute sourcing strategies for IT and technology categories, including software and SaaS, hardware and end-user devices, infrastructure, cloud and hosting, telecommunications, IT services, systems implementation, managed services, maintenance and support.
• Build a forward-looking view of IT demand, renewals, contracts and sourcing opportunities across countries and business units; consolidate demand where practical to leverage Group scale.
• Lead RFIs, RFPs, RFQs, tenders, supplier evaluations, commercial benchmarking and award recommendations in collaboration with technical and business stakeholders.
• Challenge specifications, scope, service levels and demand assumptions constructively to identify fit-for-purpose solutions and avoid unnecessary cost or complexity.
• Assess total cost of ownership (TCO), including implementation, migration, licensing, support, renewal, usage, exit and decommissioning costs.
• Identify opportunities for cost optimisation, standardisation, rationalisation, volume leverage and value creation without compromising business or technology requirements.
B. Commercial Negotiation and Contract Management:
• Lead commercial negotiations covering pricing, discounts, payment terms, renewal caps, price protection, service levels, warranties, implementation milestones, liability, termination and exit assistance.
• Work with Legal, IT, Finance and Information Security to review and negotiate contractual terms, statements of work, service schedules, data-processing terms and other relevant agreements.
• Maintain visibility of IT contracts, commitments, renewal and notice dates, key obligations, pricing structures and supplier performance; initiate renewals and sourcing decisions early.
• Ensure appropriate approval, documentation and contract-signing processes are completed before commitments are made, in line with Group policy and delegated authority.
• Track negotiated savings, cost avoidance, commercial benefits and contract compliance, with clear supporting baselines and evidence.
C. Supplier Relationship, Risk and Performance:
• Manage strategic technology supplier relationships and support structured supplier reviews, performance scorecards, issue resolution and continuous improvement.
• Partner with IT and Information Security to incorporate appropriate cybersecurity, data privacy, business continuity, disaster recovery, resilience and access-control requirements into sourcing and supplier reviews.
• Coordinate supplier due diligence, onboarding and risk screening with the relevant Group processes and teams before supplier engagement or payment, as applicable.
• Identify and mitigate commercial and supply risks, including vendor lock-in, concentration, end-of-life technology, service disruption, price escalation and dependency on proprietary platforms.
• Support supplier exit, transition and replacement planning where required to protect business continuity and data or service portability.
D. Governance, Process and Stakeholder Partnership:
• Apply Group Procurement policy, sourcing thresholds, competitive-bidding requirements, approval matrices and record-retention standards to IT sourcing activities.
• Engage Group Procurement early in the sourcing cycle and ensure sourcing decisions and commitments are appropriately documented and approved.
• Establish clear working practices with Group IT: IT owns technical architecture, requirements, solution suitability and technical acceptance; Procurement leads sourcing process, commercial strategy, negotiation and procurement governance.
• Facilitate cross-functional evaluation and ensure award recommendations reflect agreed technical, commercial, risk, implementation and service criteria.
• Work with Finance on budgets, cost allocation, spend visibility, payment terms, purchase orders and savings validation; work with Legal and risk functions on contractual and control requirements.
• Promote consistent sourcing practices across countries while accommodating legitimate local regulatory, operational and market requirements.
E. Spend Analytics, Reporting and Continuous Improvement:
• Develop and maintain an IT spend and contract pipeline covering actual spend, committed spend, upcoming renewals, sourcing projects, supplier concentration and savings opportunities.
• Provide regular reporting on sourcing pipeline, savings and cost avoidance, contract coverage, renewal status, sourcing cycle time, policy compliance and supplier performance.
• Use data and market intelligence to benchmark rates, identify price anomalies and inform negotiation strategies.
• Improve sourcing templates, evaluation models, playbooks, contract records and reporting processes; support automation and stronger procurement data quality.
• Bachelor’s degree in Procurement, Supply
