1. ABOUT COMPANY

A pioneering technology company in the field of lottery digitalization in Vietnam. The company specializes in researching, developing, and operating software platforms, mobile applications, and electronic transaction systems for online lottery ticket sales—complementing traditional paper ticket distribution channels.

Our mission is to integrate modern technology with existing lottery distribution infrastructure to create a comprehensive digital ecosystem—encompassing electronic ticket sales, secure transaction processing, result lookups, and automated prize payouts—thereby delivering a transparent and convenient experience for users and partners alike.

2. OVERVIEW OF THE POSITION

The CEO will provide comprehensive leadership for the company, bearing ultimate responsibility for strategic direction, operations, business growth, and the management of relationships with regulatory authorities in the lottery and fintech sectors. This role demands a combination of a digital business mindset and a deep understanding of the specific regulatory landscape governing the lottery industry in Vietnam.

3. DETAILED RESPONSIBILITIES & SCOPES OF WORK

3.1. Development Strategy & Direction

• Formulate and implement medium- and long-term visions and strategies for the company within the digital lottery technology sector.

• Develop product roadmap: digital ticket sales apps, online transaction portals, agent management tools, and systems for result lookup and prize payouts.

• Define a business model that integrates digital channels (B2C/B2B2C) with traditional channels (paper tickets via agents).

• Monitor market trends, technological advancements, and competitors to adjust strategies accordingly.

3.2. Legal Relations & Government Relations

• Work directly with the Ministry of Finance, Vietlott, provincial/municipal lottery companies, and regulatory bodies regarding business licenses for digital lottery services.

• Ensure full compliance with legal regulations concerning lotteries, electronic transactions, and user data security (Decree 13/2023/NĐ-CP and related regulations).

• Build and maintain strategic partnerships with regulatory agencies and state-owned partners.

3.3. Corporate Management & Operations

• Lead and coordinate all departments: Technology, Product, Sales, Finance, Legal, and Marketing.

• Build the organizational structure and recruit/develop the senior leadership team (C-suite, VPs, Directors).

• Establish KPI systems, internal operational processes, and a high-performance corporate culture.

• Manage budgets, control costs, and allocate resources based on strategic priorities.

3.4. Business Development & Partnerships

• Establish partnerships with lottery companies, banks, e-wallets (MoMo, ZaloPay, VNPay, etc.), and distributors.

• Lead negotiations and the signing of strategic contracts with domestic and international partners.

• Expand the agent network and digital distribution channels in alignment with the company's development stages.

• Explore opportunities for expansion into regional markets (Southeast Asia) when conditions permit.

3.5. Finance & Investors

• Assume responsibility for revenue, profit, and growth targets across different stages.

• Lead fundraising rounds (Series A/B) and engage with investors and venture capital/private equity funds (VC/PE)

• Report regularly on business performance, financial status, and strategic progress to the Board of Directors.

4.1. Qualifications & Professional Experience

• Bachelor’s degree or higher (Master’s/MBA preferred) in Business Administration, Information Technology, Finance, or a related field.

• Minimum of 10 years of work experience, with at least 5 years in an executive leadership role (CEO, COO, GM, or equivalent).

• Experience in technology, fintech, gaming/lottery technology companies, or businesses digitizing financial services.

• Practical experience in the Vietnamese business environment, particularly within highly regulated industries.

4.2. Leadership & Management Capabilities

• Exceptional strategic mindset; ability to forecast trends and make rapid decisions in uncertain environments.

• Skills in team building and inspiring staff; ability to foster a strong corporate culture.

• Competence in change management and driving organizational digital transformation.

• Experience managing businesses during rapid growth (scale-up) or startup phases.

4.3. Industry & Technology Knowledge

• Understanding of the technology ecosystem: mobile apps, payment gateways, API integration, and financial system security.

• Comprehensive understanding of the Vietnamese lottery industry: legal framework, distribution models, and customer demographics.

• Insight into the digital payment market in Vietnam and global lottery technology trends.

4.4. Relationship & Communication Skills

• Skills in negotiation, persuasion, and high-level relationship building (C-level executives, government officials, investors).

• Proficiency in English (both spoken and written).

• Ability to clearly articulate a vision and persuade shareholders, investors, and internal teams.

4.5 Key Priority – e-Instant Lottery Experience

Candidates with direct experience in the deployment and development of e-Instant Lottery products (interactive electronic lottery, online scratch cards, instant-win games) will be given top priority during the selection process. Highly valued experience includes:

• Deploying e-Instant solutions in markets such as South Korea, Japan, Taiwan, Singapore, Malaysia, the UK, Italy, or North America

• Experience working with international lottery organizations/vendors: IGT, Scientific Games/Everi, Intralot, Camelot, NAEIL, NLC...

• Having led the development of digital channels (iLottery) at a lottery company or lottery technology provider

• Possessing an industry network within the lottery technology or gaming/entertainment sectors in Asia
