Job Purpose

Reporting to the regional Compliance leadership, the Chief Compliance Officer will serve as the senior Compliance leader and second line of defence (2LoD) for the Vietnam business. The role provides independent oversight, effective challenge and advisory support to first-line management, while leading the transformation and development of the local Compliance function.

The position is responsible for strengthening the Compliance framework, enhancing regulatory engagement, promoting a strong culture of ethics and compliance, and ensuring effective governance, escalation and reporting to both local and regional stakeholders.

Major Accountabilities

1. Strategic Leadership

Develop and execute a comprehensive Compliance transformation strategy aligned with the company’s overall business objectives and lead the digital transformation agenda for the Vietnam Compliance function.

Lead the Compliance team as the second line of defence, providing independent oversight, constructive challenge and advisory support to first-line management in identifying, assessing, managing, monitoring and reporting Compliance risks.

Promote strong ethical standards and a robust culture of compliance through visible leadership and close collaboration with the Vietnam Leadership Team.

Strengthen the overall Compliance operating model, governance framework and risk management practices.

2. Transformation & Innovation

Drive the adoption of technology, data analytics and digital solutions to enhance Compliance monitoring, reporting and risk management activities.

Contribute to regional and broader Compliance transformation initiatives while leading the implementation of relevant programs locally.

Identify opportunities to simplify and improve Compliance processes, leveraging agile and innovative approaches where appropriate.

Promote a forward-looking and technology-enabled Compliance function.

3. Regulatory Compliance

Monitor regulatory developments, industry trends and emerging Compliance risks to ensure the company’s Compliance framework remains relevant and effective.

Ensure adherence to applicable laws, regulations, regulatory requirements and industry standards.

Oversee the implementation of internal policies, operating guidelines and the Regulatory Compliance Management framework in accordance with the company’s Compliance Risk Management Framework.

Partner with first-line management to establish and maintain effective Compliance policies, procedures and controls, and monitor ongoing adherence.

Coordinate regulatory interactions, inspections and examinations, ensuring timely preparation, response and follow-up on regulatory matters.

4. Stakeholder Engagement

Build and maintain effective relationships with key internal and external stakeholders, including relevant regulatory authorities.

Serve as a trusted advisor to senior management and the Leadership Team on Compliance, regulatory and conduct-related matters.

Work closely with regional Compliance stakeholders to promote consistent practices, share best practices and ensure appropriate escalation of material issues.

Provide clear and timely Compliance reporting, insights and recommendations to local and regional governance forums.

Requirements

Qualifications & Experience

University degree in Law, Finance, Business Administration, Risk Management or a related discipline.

Minimum 12 years of progressive experience in Compliance, Legal, Risk or Regulatory functions within the financial services sector, preferably with experience in the insurance industry.

Significant experience in a senior Compliance leadership role, with responsibility for regulatory compliance, conduct risk, financial crime/fraud risk and Compliance governance.

Strong understanding of Vietnamese financial services and insurance regulatory requirements, with proven experience working with relevant regulatory authorities.

In-depth knowledge of life insurance products, distribution channels and the regulatory requirements applicable to the insurance business.

Proven experience in regulatory engagement, regulatory examinations, remediation management and advising senior management on regulatory expectations and key compliance matters.

Compliance & Risk Management

Strong understanding of Compliance Risk Management frameworks, including regulatory compliance, privacy, financial crime, conduct, fraud and broader non-financial risk areas.

Hands-on experience in compliance risk assessment, monitoring, testing, issue management, remediation tracking, governance reporting and regulatory change management.

Demonstrated ability to provide independent oversight, effective challenge and practical, business-oriented advice to senior management and business stakeholders.

Strong ability to translate complex regulatory and compliance requirements into clear business implications, risk considerations and actionable recommendations.

Leadership & Transformation

Proven track record in leading Compliance transformation, strengthening Compliance frameworks and embedding effective second-line oversight.

Demonstrated experience driving digital enablement, automation, process improvement or technology adoption within Compliance or Risk functions.

Strong people leadership capability, including team development, succession planning, performance management and building a high-performing Compliance culture.

Excellent strategic thinking, executive communication and stakeholder management skills, with the ability to influence effectively across different levels and functions.

Self-motivated, proactive and pragmatic, with strong problem-solving and prioritization skills in a complex and fast-paced environment.

Additional Requirements

Fluency in Vietnamese and English, both written and spoken, is essential.

Experience with Compliance technology, data analytics, automation or AI-enabled risk management solutions is an advantage.

Willingness to travel for business as required.
