POSITION PURPOSE

• As a core component of the firm’s global resource management strategy, the APAC GCC network is transitioning from ad-hoc production support to a formalized, high-performance delivery engine. The Vietnam GCC will optimize resource utilization, reduce cross-border delivery friction, and drive predictable commercial outcomes.
• This position unifies technical stewardship and operational leadership into a single, high-impact role. The position is explicitly designed to secure production quality, institutionalize scalable workflows, and manage the day-to-day distribution of work. By functioning as a high-efficiency bridge to receiving High-Cost Locations (HCLs), the technical delivery leader will directly enable the three pillars of our commercial strategy: Margin Expansion, Capacity Unlock, and Income Enablement.

KEY RESPONSIBILITIES

Technical Governance & Production Safeguarding

• Quality Assurance: Leverage a deep technical background in complex BIM management to oversee, verify, and validate all outbound deliverables.
• Vector E Implementation: Institutionalize the "Vector E" operating environment locally, ensuring strict compliance with mandatory QA checkpoints and the Standard Package Library (SPL).
• Rework Accountability: Manage quality variance disputes between the GCC and receiving offices, as and when arise, allocating remediation costs based on documented responsibility and relative contribution to the defect.

Talent Cultivation, Attraction & Retention

• Technical Upskilling: Design and execute structured training pathways to elevate local BIM engineering talent, transforming the team into a high-capability technical center.
• Capability Retention: Cultivate a high-performance "One Team" culture, utilizing locally benchmarked benefits and professional development pathways to attract and retain top-tier technical skills in a competitive market.

Workload Optimization & Cross-Border Integration

• Integration Bridge: Act as the primary operational and cultural conduit between the Vietnam GCC, regional project teams, and global receiving offices to establish delivery trust.
• Workflow Distribution: Drive daily operational scheduling, managing the intake and optimized allocation of standardized, repeatable tasks across production teams.
• Glass Box Collaboration: Enforce strict transparency protocols, including the mandate for "Live Work Only" within the Common Data Environment (CDE) and an escalation rule for problem-solving.

Performance Management

• Utilization Management: Maintain strict oversight of GCC capacity to hit the targeted billable utilization baseline.
• Visibility Reporting: Support develop and utilize automated tools and dashboards to track throughput, cycle times, and stakeholder satisfaction pulses, presenting these metrics regularly to regional leadership.
• Value Stream Delivery: Manage operations to actively unlock high-cost location capacity, allowing project teams globally to focus on high-value client work

• Technical Depth: Proven track record leading complex BIM modelling and, design documentation on multidisciplinary project delivery.
• Operational Leadership: Demonstrated experience managing resource utilization, team allocation, and workload & pipelines across boundaries.
• Effective Communication: Strong stakeholder management skills, with the ability to interface confidently with HCL Project Directors and Managers, challenge unaligned practices, and maintain cross-regional alignment.
• Strategic Mindset: An internal leader who understands how daily production metrics influence global corporate margins and resource efficiency.
