1. POSITION PURPOSE

Own the end-to-end supply chain, covering procurement, import-export and warehouse operations. Ensure materials and goods are supplied at the right quality, on time and at optimal cost, in full compliance with regulations, supporting stable production and customer delivery.

2. KEY RESPONSIBILITIES

A. IMPORT-EXPORT & CUSTOMS

• Manage the full import-export process: documentation (contract, invoice, packing list, C/O, bill of lading), customs clearance, duties and specialized permits.
• Determine HS codes, duty rates and FTA preferences; optimize duty and logistics costs.
• Ensure compliance with customs, tax, foreign trade and foreign exchange regulations; liaise with customs authorities during inspections and post-clearance audits.
• Select and manage freight forwarders, customs brokers and carriers; negotiate freight rates and Incoterms.
• Track shipments from order to warehouse receipt or customer delivery; resolve exceptions (vessel delays, physical inspections, document discrepancies).
• Maintain records, settlement files and import-export reports as required by regulations.

B. PROCUREMENT

• Develop procurement strategy and plans aligned with production, sales plans and approved budgets
• Source, evaluate, select and develop local and overseas suppliers (materials, components, tooling, equipment, services); maintain the approved vendor list.
• Negotiate prices, payment terms, lead times and contracts; control total cost of ownership.
• Manage purchase orders, track deliveries, and resolve late shipments, defects and supplier claims.
• Periodically evaluate suppliers (quality, delivery, price, service); manage supply risk and develop alternative sources.
• Coordinate with QA/QC, Engineering and Production on technical specifications, quality standards and incoming inspection.

C. WAREHOUSE & INVENTORY

• Manage warehouse operations: receiving, issuing, storage, layout, 5S, fire safety and security.
• Control inventory: set min/max levels, run periodic counts, ensure inventory accuracy; handle slow-moving, obsolete and damaged stock.
• Apply FIFO/FEFO, lot control and traceability for materials and goods.
• Operate and improve ERP/WMS for real-time inventory visibility.
• Coordinate packing, finished goods dispatch and domestic and international transportation to customers.

D. PLANNING & GENERAL MANAGEMENT

• Work with Production and Sales on demand planning and material planning (S&OP); ensure materials are available for production.
• Prepare the budget, analyze costs and report supply chain KPIs to management.
• Develop and improve processes, SOPs and policies; meet quality management system requirements and customer audits.
• Lead, train, appraise and develop the procurement, import-export and warehouse teams.
• Perform other duties assigned by management.
• Education & Experience
• Bachelor's degree or higher in Supply Chain, Logistics, Foreign Trade, Business Administration, Engineering or a related field.
• At least 7 years of experience in procurement or supply chain, including at least 3 years in a management role; manufacturing or mechanical engineering background preferred.
• Hands-on experience with import-export, customs procedures and warehouse management.
• Priority will be given to candidates who have worked for export processing enterprises (EPEs)
• Knowledge & Skills
• Solid knowledge of customs regulations, import-export duties, Incoterms, FTAs and international trade documents.
• Strong negotiation, supplier management and contract management skills.
• Proficient in ERP/WMS and Excel; analytical mindset with a continuous improvement approach.
• Leadership, cross-functional collaboration, problem-solving and decision-making skills.
• Ability to communicate and draft documents in English.
• Integrity, discipline and the ability to work under pressure.
