Our client is a foreign-invested company, now looking for a Project Manager (Industrial, $3500, ID22715):

Development Governance & Strategic Owner Control

• Direct the overall development program on behalf of the investor, ensuring strict alignment between corporate operational objectives and project execution strategies.
• Establish project controls, risk registers, and decision-making protocols while maintaining active oversight over external Design & Construct (D&C) main contractors, design consultants, and cost advisors.
• Protect the owner’s commercial interests by enforcing contract obligations without relieving the D&C contractor of their statutory design and construction liabilities.

Design Coordination, Employer’s Requirements & Statutory Permitting

• Maintain and enforce the Employer’s Requirements across architecture, structural, civil, MEP, process piping, overhead cranes, and heavy machinery foundations.
• Oversee statutory approval processes—including Industrial Park planning clearances, construction permits, environmental sign-offs, and Fire Prevention & Fighting (PCCC) inspection approvals.
• Prevent unauthorized scope erosion or inappropriate value-engineering modifications that compromise long-term facility maintainability or operational expansion plans.

Procurement, Commercial & Budget Management

• Manage consultant selection, package interface strategy, and contract negotiations; formulate comprehensive procurement records for management auditability.
• Maintain control over the master project budget, contingency allocations, progress claim assessments, and variation requests.
• Evaluate contractual claims, defend against unjustified variation requests, and manage financial forecasts to avoid budget overruns.

Programme, Quality, HSE & Operational Integration

• Administer the integrated master project schedule; review critical path activities, long-lead equipment procurement, and contractor recovery plans.
• Monitor contractor quality control frameworks, Inspection and Test Plans (ITPs), witness points, non-conformance rectifications, and site HSE protocols.
• Coordinate interface readiness between building infrastructure and production machinery (process utilities, compressed air, electrical loads, overhead cranes).
• Lead owner-side commissioning, equipment startup validation, O&M documentation handover, operator training, and defects liability management.

• Education: Bachelor’s or Master’s degree in Construction Management, Civil/Mechanical/Industrial Engineering, Architecture, or relevant technical disciplines.

Professional Background

• Senior track record (10+ years) in Project Management or Development Management, with direct client-side / owner-side responsibility for industrial manufacturing facility construction in Vietnam.
• Proven experience managing Design & Construct (D&C) contracts, multidisciplinary consultants, and Industrial Park authority interactions.

Technical Knowledge

• In-depth comprehension of Vietnamese construction legislation, PCCC permitting, environmental compliance, and site HSE frameworks.
• Strong familiarity with industrial facility interfaces: structural loading, overhead crane integration, MEP/Process services, and equipment commissioning.
• Foreign Language: Fluent English (essential for high-level management reporting, international consultant management, and contract negotiation).
