Chief Building Engineer

JOB PURPOSE

The Chief Engineer is responsible for leading the M&E team to ensure the safe, efficient, and reliable operation of all building engineering systems. This position oversees preventive and corrective maintenance, manages engineering projects and contractors, ensures compliance with statutory regulations, optimizes operational costs, and supports the overall operation of the building (include: department store, office, service apartment)

KEY RESPONSIBILITIES

1. Engineering Operations & Maintenance

• Lead and manage the M&E team to ensure the safe, reliable, and efficient operation of all building systems.

• Develop and implement preventive and corrective maintenance programs for HVAC, electrical, plumbing, fire protection, elevators, generators, BMS, and other engineering facilities.

• Monitor equipment performance and ensure all maintenance activities are completed in accordance with company standards and statutory requirements.

2. Budget, Asset & Energy Management

• Prepare and manage the annual engineering budget, including operating expenses and capital expenditure.

• Monitor maintenance costs, utility consumption, and asset performance while implementing energy-saving and cost optimization initiatives.

• Develop long-term maintenance and asset replacement plans.

3. Contractor & Project Management

• Manage contractors and service providers to ensure quality, safety, and timely completion of maintenance, renovation, and fit-out works.

• Review technical proposals and coordinate engineering support for building improvement and tenant projects.

4. Compliance, Safety & Emergency Response

• Ensure compliance with all applicable laws, regulations, safety standards, and company policies.

• Lead emergency response activities related to engineering systems and maintain emergency preparedness plans.

• Promote a safe working environment for employees, contractors, and building occupants.

5. Team Leadership & Cross-functional Coordination

• Lead, coach, develop, and evaluate M&E staff to achieve departmental objectives.

• Coordinate closely with Management Office, Leasing and other departments to support daily operations and tenant services.

6. Reporting & Continuous Improvement

• Prepare engineering reports, maintenance records, budgets, and operational analyses for Management.

• Recommend and implement continuous improvements to enhance system reliability, operational efficiency, and service quality.

REQUIREMENTS / YÊU CẦU CÔNG VIỆC

• Bachelor's degree in Electrical Engineering, Mechanical Engineering, Electronics Engineering, or other related engineering disciplines.

• Minimum 7 years of experience in building engineering, including at least 3–5 years in a Chief Engineer, Engineering Manager, or equivalent leadership position.

• Strong technical knowledge of MEP systems, including HVAC, electrical, plumbing and sanitary, fire protection systems, elevators, generators, BMS, and other building facilities.

• Experience in commercial buildings, shopping malls, office buildings, mixed-use developments, or serviced apartments is highly preferred.

• Good understanding of preventive maintenance, asset management, building operations, and engineering best practices.

• Knowledge of local regulations and statutory requirements related to building operation, fire safety, occupational safety, and environmental compliance.

• Experience in renovation, fit-out coordination, authority inspections, and building improvement projects is an advantage.

• Good command of written and spoken English.

• Proficient in Microsoft Office applications.

• Strong leadership, planning, communication, analytical, and problem-solving skills.

• Ability to work effectively under pressure and respond promptly to emergencies.
