Job Summary

• Parc Hanoi is the newest Grade A office development, developed by Indochina Kajima (a joint venture between Indochina Capital and Japanese's leading construction firm Kajima Corporation) within the Starlake Tay Ho Tay neighborhood.

• This role represents the developer in managing, supervising, and evaluating the property operations management service provider, ensuring that project operations are carried out safely, stably, efficiently, and in accordance with the service standards committed by the Investor to customers/tenants.

• This role also serves as the developer’s key contact point for property operations, internal departments, the property operations service provider, tenants, and relevant stakeholders; while ensuring that operational activities effectively support commercial leasing and preserve the value of the asset.

• This role is not a second Property Manager and does not directly manage the day-to-day work of the Building Management Team, except in emergencies or as specifically authorized.

Key Responsibilities

• Supervise, on behalf of the Board of Directors, the implementation of the property operations management contract between the Investor and the service provider.

• Monitor, inspect, and evaluate the quality of property operations services against the scope of work, KPI, and approved service standards.

• Monitor the service provider’s performance of contractual obligations.

• Conduct periodic and ad hoc inspections of operational quality and the actual condition of the project.

• Require the property operations service provider to prepare corrective action plans for deficiencies, defects, or service-quality issues that do not meet requirements; monitor implementation until completion.

• Consolidate, evaluate, and report to the Board of General Directors on property operations quality and key project issues.

• Coordinate with Leasing, Investment/Finance, and related departments throughout the tenant lifecycle and provide response to technical/operations relevant tenants’ inquiries.

• Coordinate with the Leasing team on leasable-area subdivision, unit configuration, and premises allocation to ensure proposed units are commercially suitable and compatible with the building layout and technical systems.

• Review and approve tenants’ layouts, technical drawings, and design concepts in coordination with Leasing, Development, and technical teams, ensuring alignment with approved leasing strategy, building standards, layout requirements, and technical system constraints.

• Coordinate the provision of services under lease agreements/contracts; monitor operational issues arising during the lease term.

• Ensure that the transition from lease commencement → fit-out → lease operation → lease expiry is seamless and does not affect the customer experience.

• Coordinate with the property operations service provider to develop, review, and update the Tenant Handbook, building rules, and building regulations.

• Review procedures for premises handover, fit-out/construction management, access registration, contractor management, and goods delivery.

• Review procedures for handling customer requests/complaints, incident management, and emergency situations.

• Review SOPs related to engineering, security, cleaning, landscaping, parking, and customer service.

• Ensure that the service provider’s procedures align with the developer’s requirements, legal regulations, and the project’s specific characteristics.

• Responsible for developer-level supervision of MEP system operations and other building technical systems.

• Supervise periodic maintenance plans, mandatory inspection, and required maintenance activities.

• Supervise fire prevention and fighting, safety, and emergency response; manage engineering, energy, and utilities contractors.

• Monitor the condition of assets, equipment, and common-area items.

• Review serious technical incidents, causes, corrective actions, and recurrence-prevention measures.

• Propose repair, replacement, or upgrade plans for necessary systems/items to maintain asset quality and value.

• Develop/refine the KPI framework for evaluating the property operations service provider.

• Organize monthly/quarterly/annual service-quality evaluations.

• Advise the Board of Directors on strategies for managing, operating, and enhancing the asset’s commercial value.

Education:

• Bachelor’s degree or higher in Re

• Bachelor’s degree or higher in Real Estate Management, Business Administration, Engineering, Construction, Economics, or related disciplines.

• Preference for candidates with certificates/training programs in Property Management, Facility Management, or Asset Management

• Fluent in Vietnamese and English, both written and spoken.

Skills/Experience:

• Minimum 5 years of experience in real estate property operations management.

• Minimum 2–3 years in a managerial or equivalent position.

• Preference for candidates who have worked for an Investor/Developer, a professional property operations company, Grade A office building, shopping mall, or mixed-use project.

• Experience working with outsourced property operations service providers is a strong advantage.

• Experience in corporate tenant management and leasing/fit-out activities is an advantage.

• Ability to read and interpret architectural layouts, technical drawings, tenant design concepts, and floor plans; capable of assessing leasable-area subdivision, unit configuration, and premises suitability in line with commercial leasing objectives, building layout, and technical system requirements.
