JOB RESPONSIBILITIES

• 1. WTP, STP & Network Operation
• Manage and control WTP and STP operations to ensure treated water and wastewater meet required standards.
• Manage WTP, STP and Network assets, equipment and maintenance plans to ensure continuous operation.
• Plan and coordinate daily work for Senior Technicians / Technicians.
• Control and coordinate water supply and sewage network operations.
• Handle water supply, sewage and environmental system requirements for new projects.
• 2. Construction & Project Management
• Supervise construction of water supply, rainwater drainage, sewage, wastewater treatment systems and booster pumping stations.
• Identify technical issues during construction and propose appropriate solutions.
• Prepare daily construction reports covering progress and work volume.
• Participate in inspection, technical acceptance, trial operation and handover of water infrastructure projects.
• 3. ISO, 5S & HSE Management
• Implement and maintain the department's ISO system, including plans, objectives, documentation, process monitoring and audits.
• Manage 5S and HSE implementation for WTP, STP and the WSTP office.
• Ensure compliance with quality, environmental, occupational safety and risk management requirements.
• 4. Contractor & Documentation Management
• Manage contractors' document submissions, construction drawings, work permits and related documents.
• Monitor water, raw water, sewage and environmental test results and maintain proper records.
• Maintain technical and operational documentation.
• 5. Procurement, Contract & Tender Management
• Prepare Purchase Orders, contracts and payment requests; monitor progress, expiry dates and contract-related issues.
• Prepare tender documents and tender plans.
• Evaluate contractors and suppliers in accordance with tender procedures.
• Manage regular WSTP contracts to ensure continuous WTP/STP operations, including raw water, power, fuel, chemicals, wastewater fees and taxes.
• 6. Cost & Operational Management
• Monitor monthly production costs, revenue and profit of WTP and STP.
• Identify opportunities to improve efficiency and reduce material and environmental resource costs.
• Monitor and update relevant legal regulations and implement actions to ensure compliance.
• 7. Other Responsibilities
• Perform other tasks assigned by the Head of Department, including work related to new projects.

• Bachelor's degree in Water Supply and Drainage.
• Graduates from Civil Engineering or Architecture universities are highly preferred.
• At least 2-3 years of Experience in water supply treatment, wastewater treatment and network management.
• Good understanding of chemical and labor safety regulations, as well as legal requirements related to environment, chemicals and water resources.
• Proficient in engineering design software, MS Office and AutoCAD.
• Strong teamwork and problem-solving skills.
• Ability to prepare design drawings and technical reports.
• Fluent in English, both spoken and written.

• Strong leadership skills and the ability to manage and coordinate technical teams.
• Experience in managing WTP, STP and water supply & drainage networks.
• Experience in construction supervision, technical acceptance, trial operation and handover of water infrastructure projects.
• Knowledge and experience in ISO system implementation, 5S and HSE management.
• Experience in contractor, tender and contract management.
