• Responsible for end-to-end technology and product strategy and delivery for Digital Banking, Payment, and Financial Services platforms serving SMEs, Merchants, Banks, and cross-border payment ecosystems.
• Act as a bridge between business strategy, customer value, regulatory compliance, and technology execution, ensuring platforms are secure, stable, scalable, and compliant, while driving innovation through modern architectures and AI-driven productivity.
• Ensure that Digital Banking, Payment, and Financial Services serving SMEs and Merchants operate in accordance with committed SLAs and meet SmartPay and VPBank’s development requirements while delivering an excellent customer experience.
• Research and apply new tools and services to enhance customer experience.
• Manage development teams and optimize resources to meet development requirements from SmartPay and VPBank business units.
• Support subsidiaries and member companies within the Group and the broader ecosystem.

Your Skills and Experience

Technology, Product Strategy

• Build and execute Technology & Product Strategy aligned with:
  • The digital transformation roadmap of the Bank / Group
  • The development strategy of the SME & Merchant ecosystem
  • The direction of cross-border payment expansion
• Be end-to-end responsible for the development and operation of Digital Banking, Payment, and Financial Services serving SmartPay, SME, Merchant, and directly related systems in this domain.
• Proactively analyze business requirements and provide appropriate solutions. Coordinate and align with product teams focusing on the digitalization of Digital Banking, Payment, and Financial Services serving SmartPay, SME, and Merchant. Develop detailed documentation to support solution implementation; develop processes, reports, charts, and formulas to help business teams understand the development and operation rules related to this domain.
• Align with the overall EA architecture and the technology and development standards of IT Corp and VPBank; design, develop, and deploy solutions based on the results of requirement analysis to build applications that meet the business requirements of relevant departments within the ecosystem.

Engineering, Delivery Excellence

• Build, organize, and develop multidisciplinary teams / Lead and scale multidisciplinary teams:
  • Frontend (Mobile, Web)
  • Backend & Platform Engineering
  • Data Science & AI/ML
  • DevSecOps & SRE
  • Infrastructure (On-premises & Multi-cloud: AWS, Azure, GCP)
  • Security, Risk & Compliance
  • Product Management
• Establish and continuously improve:
  • SDLC & Agile frameworks
  • CI/CD pipelines and quality gates
  • Release & delivery governance
• Develop detailed documentation, including analysis documents, development documents, test cases, and SOM documents for change requests within this domain.
• Cooperate with the Infrastructure team to manage testing data, tools, and environments.

Security, Risk, Compliance

• Take overall responsibility for technology risk management.
• Ensure compliance with:
  • SBV regulations
  • PCI-DSS
  • ISO 27001
  • Data protection and privacy regulations
• Design systems based on Security-by-Design principles:
  • IAM, encryption, and key management
  • Fraud detection and transaction monitoring
  • Secure APIs and partner integrations
• Work directly with:
  • Internal & external auditors
  • Regulatory authorities
  • Penetration testing & security assessment teams
• Study and perform periodic application version upgrades following recommendations from application providers, if any.
• Perform, or coordinate with vendors/related departments to perform, load and performance testing of solutions.
• Coordinate with the Infrastructure team, when required, to install, manage, and operate application systems.
• Manage vendors, monitor the service quality of vendors/other service providers, and take full responsibility for the services provided.
• Provide Level 2 and Level 3 support for systems related to this domain to fulfill operational requirements according to the IT Service SLA committed to other departments.
• Be responsible for resolving and/or coordinating with relevant teams to resolve customer-related incidents and problems in a timely manner, minimizing the impact on business operations.
• Coordinate with the Infrastructure team to collect and report statistics on the status and performance of relevant Operational Level Agreements (OLAs).
• Coordinate with the Infrastructure team to ensure service stability, availability, and quality. Perform regular maintenance of relevant system applications as required.
• Proactively propose improvements and changes to systems and business processes, where applicable, related to this domain.
• Guide and ensure the completion of key milestones on schedule using Agile methodology, ensuring flexibility in implementation and meeting quality requirements.
• Manage the development team, define KPIs for each member, and establish career development and training roadmaps. Optimize resources to ensure readiness to respond to development requirements from business teams.
